This report presents our finding, recommendations, and design specifications for the sewage treatment for this site. EVALUATION: The site is on Bi Island in Lake Minnetonka and falls within the municipality of Orono. Zhe site is approximately 100 feet wide on the lakeshore dimension and almost 210 feet deep. Access is f'rom the lalse front where the site rises approximately 3 feet at the 75 foot setback from the lake and then levels and slopes back slightJ,y away from the lake in the back areas. Three soil borings were put down to identify the subsurface profile, copies of the field logs of which are attached hereto. The soils encount, ered are basically cla*yey silts and silty clays to the depth of the borings, a depth of 52 feet below grade. Surface elevations of the borings vary by about 22 feet and they are about 20 feet higher t11an the level of the lake. No ground water or mottling was encountered to the depth of these borings indicating seasonally high ground water levels can be expected below the depth to which the borings were taken. A total of t percolation tests were conducted in the potential drainfield area. e borings were put down on etember 27th, and the percolation test holes were prepared and soaked also on September 27th. The depth of the bottom of the percolation test holes was from 19 to 22 inches below grade. Six inch holes were augered with a hand auger, the sides were scratched with. a large spi.ke, the loose material was removed from the bottom of the hole, and 2 inches of pea gravel was placed in the bottom of the holes, A minimum of 13 inches of water was maintained in the holes for at least four hours soaki.ng, maintained by automatic siphon. The holes were left to stand overnight and the percolation tests were performed the next day, September 28th. The percolation tests were run accordin to 11PCA and City of Orono Standards. Results were 17.9 1303 2t and 10.4 minutes per inch in holes 1 through 1t respectively. Copies of the field percolation test data sheets are attached. Also attached is a site evaluation location sketch indicating the location of the borin gs and the percolation testso 5109 Kimberly Road, Minnetonka, Minnesota 55343 (612) 934-8031 October 19, 1983 ob # 1980 Joe Backes Page 2 of 2 RECOMINDATIONS: It is our recommendation that the site is suitable for dn onsite sewage disposal system. YJe reco.nmend that the system be installed according to the attached specifications. These specifications are based on a design using innovative materials for the drainfield. The innovative drainfield material recorrunended is SB2 manufactured by ADS _ (advanced Drainage Systems, Inc). The material consists of a large diameter (10 inch) corrugated plastic pipe with two rows of drain holes spaced 120 degrees apart. This material is wrapped with a filter fabric designed to filter out infil;ration of soil particles into the tube, but to allow water to pass from the tubing drain holes into the soil. It is used in lieu of rock and smaller dismeter distribution pipes. The material was developed in Texas and has been used extensively there where rock was in short supply and has been used in some pilot installations under the scrutiry of U of M agricultural extension service in Minnesota, A primary benefit on this particular site is that it would not require transporting rock to the relatively inacessable island site with construction located some 20 feet hier than the lake level. Since SB2 tubing is an innovative material, the City of Orono has no design standards for its use. The manufacturets technical literature suggests that one foot of SB2 tubing would provide the same drain field capacity as 3 square feet of conventional drain ield using rock and smaller diameter distribution pipes. Accordi.ng to information you have provided, the proposed construction for the site would be a seasonal cabin falling under the type III ctagory according to the MPCA onsite sewage treatment standards. The structure would have 3 bedrooms. Using tl-ie largest percolation rate of 21 r,u.nutes per inch, MPCA requirements for this type structure occupied year round would call for 36I square feet of standard drain field. On this basis, we recommend installing a total of 120 lineal feet of SB2 drain tubing for the drain field. The drainfield will consist of six sections of SB2 tubing each 20 feet long installed in separate trenches that are separated from each other end to end by not less than 5 feet. The SB2 tubing shall be not closer than 8 feet when measured from center line to center line. The drainfield will be installed at approximately the area shown on the attached location plan althou;h some variation can be permitted to allow site adaption to local site features. The diameter of the tubing shall be a nominal 10 inches. The tubing shall be installed in trenches dug in the natural soil to bottom elevations of from ]b to 21 inches below existing grade. The trench width shall be 2I inches, and the sides of the trenches shall be scarified and loose material removed prior to installing the tubing. The bottom of each 20 foot trench shaly be level, and the SB2 tubing shall be i.nstalled level in the trench. The individual sections of SB2 tubing shall be conneted in series so that distribution to subsequent sections occurs only after each section is filled to capaeity. The distribution sha 11 he accomplished by capping the end of each section and drawing off the top half with a solid 1t inch PVC pipe. This !t" pipe shall distribute to the next section of SB2 tubing, the invert of which will be level with or lower than the invert of the 20 foot section immediately preceeding it in lineo Excavation between individual 20 foot sections of SB2 ubing sha11 be the minimum necessary to install the distribution pipe. It is intended that there be an earth dam of natural, undisturbed soil separating each individual 20 foo- section of SB2 tubing. See the attached installation detail sketch. Each of the separate 20 foot sections of SB2 tubing shall have an inspection pipe installed, generally at the downstream end as indicated in the installation detail sketch. The inspecion pipe shall be a solid I inch PVC pipe, capd at grade. A screw type inspection cap with appropriate fitting to the pipe shall be used so that a tight closure can be readily obtained after each inspection. The inspection opening sha1.1 penetrate the top of the SB2 tubing and the ! inch inspection pipe sha11 be secured above this opening to permit proper inspect?on into the bottom of the SB2 tubing. The opening shall be protected from infiltration of soil fill, The natural excavated soil shall be used o backfill the trenches at completion of the installation. The soil shall be loosely placed without compacting and the finished installation shall be mounded over the tre.nch to accomodate future settling. -The location of the inspection pipe shall be marked by driving a 3/1.G inch st,eel pipe 6 inches belo•r grade at the bottom and 1 i.nch above grade at the top. The st,eel pipe shall be driven immediately adjacent to the 1 inch i.nspection pipe. Steel sall be used to facilitate future location with metal detectors. Mabusth, Zoning Administrator Dick Benson, City Administrator Glenn Cook, City Engineer Tom Jacobs, Building Official City Council Planning Commission FROM: Michael P. Gaffron, Septic Systems Inspector DATE: November 4 , 1983 SUBJECT: Drainfield System using gravel-less trenches - proposed for experimental installation in Crono I have been approached by Mr. Joseph Backes regarding construction of a single-family seasonal cabin with indoor plumbing proposed to be built on his Big Island property, Record Lot #46 , which is a buildable sie as per Resolution #1544 . Mr. Backes has proposed to install an innovative drainfield system using a product known as "SB-2" drainfield tubing, which does not require the use of gravel or rock. The purpose of this memo is to make you aware of this product and to propose some guidelines as to its experimental use in Orono. (Mr. Backes has already had a site evaluation performed, and his site has suitable soils and proper setback distances for an on-site system to function adequately for a seasonal dwelling. ) "SB-2" consists of an 8" or 10" diameter corrugated plastic tubing surrounded by a nylon mesh fabric , typically sold in 20 ' sections. This tubing is buried in natural soil following the same setback andlocation requirements as a standard trench drainfield system, but with no rock surrounding the pipe. The theory is that with the mesh bridging the corrugations and forming a soil-mesh interface contact area, effluent will flow through the holes in the pipe into the corrugations and seep through the mesh into the surrounding soil, eventually forming a biomat similar to that found in rock-filled trenchs. The tubing is light weight and easier to handle than rock, and actually originated out of a need to find an alternative to rock filled trenches in areas of the country where rock is not readily available. This tubing would appear to be well suited for use on Big Island because it can be easily transported. Drainfield Systems November 4 , 1983 Page 2 Coincidentally, my research work at the University of Minnesota has consisted primarily of monitoring effluent acceptance rates of SB-2 systems installed in various soil types throughout Minnesota. The manufacturer of the tubing plans to apply for MPCA/U of M approval for its installation on a wide scale in Minnesota. Additional monitoring of this system in various soil types is needed before the state will give it a limited approval. As we have done for other "experimental" systems proposed in the City, I feel we should allow two or three SB-2 systems to be installed and monitored on a controlled basis, in locations where the owners agree to cooperate fully and have adequate backup system capabilities should the SB-2 system fail. Specific distribution system design requirements, site access, and monitoring/ inspection ports would be required and agreed upon with the owner of each system prior to approval. A water meter supplied by the City would be installed by the owner and reading would be made by the City on a regular basis. Under these conditions, I feel the City is protected while at the same time is making a valuable contribution to our knowledge of on-site sewage treatment. `,t 'Pelephone 473-7357 , . R . C ITY of ORONO Yost Office Box 66•Crystal Bay, Minnesota 55323•Municipal Offices • On the North Shore of Lake Minnetonka • - • • December 8 , 1983 Mr. Joseph Backes 3416 Jidana Lane Minnetonka, Minnesota 55343 Re : Approval for Experimental On-Site Sewage Treatment System Dear Mr. Backes: I have reviewed your proposal as submitted by Tom Smith Associates, Inc. to construct and use a septic system with gravelless (SB-2) drainfield system for your proposed seasonal cabin on Big Island. The information presented appears to be thorough and well thought-out. I have discussed this matter with Dick Benson, City Administrator, and he has given me the go-ahead to proceed, handling all items on a staff level rather than involving the City Council or Planning Commission. Therefore, based on the above considerations, the City will issue your contractor a permit for the system essentially as proposed, with the following changes and/or stipulations to be agreed upon by you in writing at the time the permit is issued: l . The design is based on a three-bedroom seasonal use cabin with a design water use factor of 218 gallons per day. Should your final design plans indicate additional bedrooms, the lineal footage of SB-2 should be increased proportionately. 2 . The serial distribution system must be constructed such that each section of SB-2 is loaded to approximately 1" less than the diameter of the pipe; i.e . , if 10 " diameter SB-2 is used, set the distributior pipes, by using an elbow system if necessary, so that outflow to the next trench will occur when effluent reaches a depth of 9"± in the tubing. 3 . The inspection pipes in each tank must be fitted with screw-type caps (rather than slide-on caps) for ease of inspection. 4 . A new 5/8" water meter and remote exterior reader shall be provided by the City at no cost to you, but must be installed by your plumber at yoar expense. The meter shall be installed so as to exclude outside sillcocks from metering. ' .s Mr. Joseph Backes December 8 , 1983 Page 2 I 5 . Homeowner shall provide regular (approximately monthly) report of water meter readings and system progress during the summer use months of the first two (2) years of system operation. Homeowner I shall provide transportation to the site for the inspection as necessary during construction and once yearly for subsequent inspection of the system. 6 . System shall be located on the site so that an alternate drainfield site suitable for the installaion of 360 sq. ft. of standard rock-filled trench drainfield is preserved in case it should become necesary t rglac th SE-2 yste in t::e future. A second copy of this letter is enclosed with a signature line. Please sign and return it at the time you obtain the construction permit for your cabin. There are two additional items I would like to note which may affect \ your design planning process. First, I recommend you contact Tom Jacobs, v1 City Building Official, to discuss your building plans on the Island, making him aware of the extent of winterization planned so he can a inform you of any specific code requirements that may pertain. Secondly N l our review of your building site indicates it is exactly 100 ' in S width. As per Ordinance No. 246 , (Big Island Zoning Standards) Section (o 1 34 . 368 (d) (2) , copy attached, your cabin must be setback 30 ' from , the side lot lines. I noted the sketch in Smith' s septic system j 1r proposal showed a 10 '-15 ' setback. I suggest you contact Zoning ,,s . Administrator Jeanne Mabusth if you indeed are proposing to be less \'\' Q than 30 ' rom the side lot lines. ¢ ,r S If you have any questions, please do not hesitate to call me. , Sincerely, x / .'r / -, - . --'- `; --_ Michael P.
