Fursetzer 7205 52nd Avenue North Crystal, MN 55428-4203 Re: Big Island Veteran's Camp - Winter Usage Dear Mr. Fursetzer: Thank you for your letter of November 21 inquiring about the possibility of opening the Vet's Camp for usage by other groups in the winter. Operation of the Veteran's Camp currently is authorized under a number of Conditional Use Permits (Resolutions #2459, 2613 and 2802) granted by the City in 1988, 1989 and 1990. These permits allow you to operate a'day use recreation area'with limited overnight camping at a level of 5 cabins and 25 tents. Your permits do not distinguish between summer and winter use. However, winter use was not contemplated when those permits were approved, hence such use must be treated as an amendment to your existing permits. Orono Zoning Code Section 10.31 Subdivisions 3(C) and 3(D) define additional standards which must be met by any day use recreation area or overnight camp. The key elements of concern in regards to winter use are: - Toilet and sanitation facilities are required - Telephone must be available for emergencies - Any common kitchen, dining room or eating facility must conform to Hennepin County requirements - All structures used for sleeping purposes must have approved smoke detectors and fire extinguishing equipment - All assembly buildings with an occupancy load of 50 or more persons must have fire extinguishers and fire suppression equipment - An emergency preparedness plan must be in place that addresses fire protection, medical emergency, and police public safety services for all times the camp is occupied As noted in Subdivision 1 of Section 10.31, the City is unable to provide even a minimal level of public services to Big Island. Use of the Camp's grounds by various unrelated groups must be strictly controlled by the Board of Governors. Telephone (612) 473-7357 • FAX 473-0510 L Leslie B. Fursetzer December 11, 1996 Page 2 Your request raises a number of questions as to the proposed degree of winter use and how it will be accomodated: - Will a camp manager be on the site during any winter use? - Will the intended use include overnight stays or simply day-use only? what size groups are contemplated? - How will }�ou provide sanitary facilities? Are any of the toilet buildings heated so they can function in winter conditions? - Will the camp be providing indoor facilities (cabins) or just allowing outdoor tenting? I am enclosing the appropriate information packet and application forms should you wish to apply for an amendment of your current Conditional Use Permits to allow winter use of the properiy.
