Fursetzer <br /> 7205 52nd Avenue North <br /> Crystal, MN 55428-4203 <br /> Re: Big Island Veteran's Camp - Winter Usage <br /> Dear Mr. Fursetzer: <br /> Thank you for your letter of November 21 inquiring about the possibility of opening the Vet's Camp <br /> for usage by other groups in the winter. <br /> Operation of the Veteran's Camp currently is authorized under a number of Conditional Use Permits <br /> (Resolutions #2459, 2613 and 2802) granted by the City in 1988, 1989 and 1990. These permits <br /> allow you to operate a'day use recreation area'with limited overnight camping at a level of 5 cabins <br /> and 25 tents. Your permits do not distinguish between summer and winter use. However, winter <br /> use was not contemplated when those permits were approved, hence such use must be treated as an <br /> amendment to your existing permits. <br /> Orono Zoning Code Section 10.31 Subdivisions 3(C) and 3(D) define additional standards which <br /> must be met by any day use recreation area or overnight camp. The key elements of concern in <br /> regards to winter use are: <br /> - Toilet and sanitation facilities are required <br /> - Telephone must be available for emergencies <br /> - Any common kitchen, dining room or eating facility must conform to <br /> Hennepin County requirements <br /> - All structures used for sleeping purposes must have approved smoke detectors <br /> and fire extinguishing equipment <br /> - All assembly buildings with an occupancy load of 50 or more persons must <br /> have fire extinguishers and fire suppression equipment <br /> - An emergency preparedness plan must be in place that addresses fire <br /> protection, medical emergency, and police public safety services for all times <br /> the camp is occupied <br /> As noted in Subdivision 1 of Section 10.31, the City is unable to provide even a minimal level of <br /> public services to Big Island.
