However, it would not be responsible for any of the costs. All costs of the access, including the curb cut, would be at the expense of the property owner. This property has never had an access. When Hennepin County did the improvements and widened the road, it built a wall to support the existing hill and replaced the original steps that were there. To access this property from Shoreline Drive, you will have to have an engineering plan to adjust the timber wall significantly to allow grading of a reasonable slope up to the level of the home. This significant grading and restructuring of the timber wall would have to be approved by Hennepin County and the City of Orono. This would not be a simple plan. The wall functions to hold up a hill where the house sits over the road. Please let me know if you have any questions. It does not have an easement nor driveway. Hennepin County had upgraded with sidewalk & wood retaining wall, but did not provide drivable access to the property. Would appreciate the correct protocol to obtain permit to obtain a driveway to this property. Furthermore, given the property history, please advise on whom the legal responsible party is to pay for the access. Would this be the county?
