SUBJECT: Koltes Dog Kennel Permi-t
A review of police department records has been done
relative to the petition. The first case file that
comes to Aur attention is #80-112 which is dated Jan.
9, 1980. This is a dc�g bite report from Methodist Hosp.
Emergency rece�iving room involving the bitten party,
Mary Koltes. The party was bitten by her ov,m dog. The
dog bite report was taken pursuant to state regulations.
The next case file is #80-3055 dated June 23, 1980 and
this is a report by Mary Koltes advising that somebody
had fired what appeared to be a gun at their dog. The dogs
were supposed to have been on a balcony patio of her home.
There is no evidence of a projectile striking. Complainant
stated that one of her four dogs was shot last year. The
reporting officer was aware that many of the neighbors were
unhappy with the dogs and their barking.
The next offense report is dated Oct. 17, 1980, case file
#gp-5276, the complainant was Gene Block of Bayview Place.
Mr. Block advised that his neighbor, Mary Koltes has as
many as six dogs in the house. He stated that she lets
her dogs out on the porch, they bark when ever anybody
walks by on the street or when any other dogs or animals
come into the yard. Stated that the dogs do interfere witl�
his normal hours of sleep. The reporting officer went to
talk with Mrs. Koltes about the dogs, and found four dags
at the house. She did have licenses for the dogs. She
did have a kennel licen se. She stated she did have one
female in heat, I informed her that any females in heat
should be confined inside.
The next complaint in our records is dated April 27, 1981 ,
case file #81-2296. It was a complaint by Sherrie Block,
at 10:16 in the evening. She states that she and the
neighbor, Shirley Pavlok of Bayview Place reported a con-
tinuing problem with noise coming from dogs at 2300 Bayview.
Dogs are owned by Mary Koltes. Owner was not home at the
time while the reporting officer was there. He did observ�:
five dogs on a deck adjoining the residence. The dogs wer�e •
free to go in and out of the house. Reporting parties stated
they were willing to sign a complaint to resolve the problem.

Koltes arrived shortly after the reporting officer finished
speaking with the reporting parties. Koltes states she for-
got to bring the dogs in the house prior to leaving. She -
was notified by the officer of the noise problem as being
a continuing one. Koltes stated she has a kennel permit.
Koltes added, her dogs have been shot on occassion by pellet I
guns. It was also noted that the license expires on April
30, 1981 . The reporting officer finally got ahold of Mr.
Block at 1610 hrs and advised him the possible action
to be taken would be to contact City Council members and
advise them of the complaints as his license expires on
April 30, 1981 . It was also advised to call the City
Offices and make them aware of the complaint so that they
would be aware of it � at license renewal time. Mr. Block
agreed to try that rather than go formal complaint at this
time.
The next case file is #81-2473 dated May 5, 1981 at 1005 hrs.
Ms. Shirley Pavlak of Bayview Place, registered a complaint
of barking dogs in Bayvi�w Place. The address given showed
to be the same place and dog of an earlier complaint the
last few days of April. Num�rous dogs were outside barking
at Bayview Place. The kennel license was to have been up
on April 30. No apparent renewal has taken place. The re-
porting officer knocked on the door for about 10 minutes
before arousing a male sleeping on the floor. The music
from the radio was also very loud. The renter of the house
previously spoken to was not home. The occupant, Stuart,
was told to shut the musci off and keep the dogs inside. ..
The next case file was on May 2, 1981 at 9:47 at 2300 Bayview.
Mr. Block was the complainant on this one and reports dogs
barking at 2300 Bayview. Numerous complaints have been
received in the past. Received the second complaint at
10:25 after no dogs could be heard by reporting officer on
the first call.:after, waiting in the area for approximately
13 minutes. On the second call, the owner arrived just
prior to the reporting officer. Reporting officer told
Mrs. Koltes she had to keep her dogs in the house so they
would not disturb. The officer also observed a dog not
seen before. The owner stated she was applying again for
a kennel permit. Reporting officer spoke with the reporting
party who was advised to contact the City Offices with other
neighbors as a possible way to stop the acquisition of a
kennel permit.
We have further researched all of the other names on the
petition, and we particularly note a comment by Mr. & Mrs. .
Larry Nelson of 2350 Olive, that one of her Afghans that
was left out late at night attacked their dog which is on
a chain. The Afghan was supposed to also have bit their
daughter. We do not find such a report on file. We do
not have any reports on file from the Christiansens,
Williamsons, Carlson, or from Mrs. Dale Matson of 2200
Bayview Place, recorded in reference to the dogs.

SUBJECT: Residential Kennel License - D4ary Koltes
2300 Bayview Place - Petition
A petition has been submitted to the City by neighbors of
the above subject property, askes that the I:ennel License
be denied.
In reviewing past approval of this Kennel License and history,
I have found that Mary Koltes has had a number of violations
in regard to the approval of her Kennel License. (Refer -
4/3/80 inspection)
Her Kennel License was approved with my recommendation that
only three dogs be permitted, and they were to be on her deck
or in her yard under restraint when owner is at home. (Refer
to inspection 4/8/81) Referrinq to Chief Mel Kilbo ' s memo
to me June 18, 1981, he has had up to six dogs on the property.
We 've had reports that they 've been running loose at times,
and left on deck when owner has left the property.
Mary Koltes has not made an application to renew the Kennel
License at this time, but my recommendation is that she be
denied a Kennel License for reasons stated above .
