I simply didn't remove the wording and doted lines representing "Future Bedroom" I will simply remove
this from the drawing and drop off a new page. Mark the floor trusses are 18" deep and sit on a triple
plate so the math is as follows 4 1/2" + 18" + 3/4"= 23 1/4" on top of the foundation wall.

Building Permit Application#2012-00502
The City is in receipt of your modified buildings plans dated lune 26, 2012. Unfortunately, your application remains
incomplete. Additionally as the project is currently proposed,the City cannot issue a building permit without a City Council
approved lot area variance;see#3 below.The following items must be submitted, revised and/or clarified in order for your
application to be considered complete and for the plan review to continue:
1. Building Plans. The rear elevation views of the revised building plans reflect removal of the lower level, look-out
windows. However, the lower level plans still show a "future bedroom". This is inconsistent with the removal of
the egress window. Please clarify.
2. Certificate of Survey. The survey dated 05/11/12 does not show the main floor elevation. According to the
elevation drawings provided,the main floor is at approximately 970' and the survey shows the final grade to be at
968'. As the building plans still show a future lower level bedroom requiring an egress window a window well
should be shown on the survey. Based on the information provided the grading does not match the buildings
plans. Please provide an updated survey, identifying the proposed main floor elevation and the proposed grading
which coordinate with the building plans. The survey also shows a concrete pad along the driveway; a concrete
pad is not listed on the hardcover calculations, please clarify.
3. Lot Area Variance Needed. The subject property lies within the LR-iC zoning district. This district requires a
minimum of 21,780 square feet (%: acre) and 100' of width for a lot to be considered buildable. As indicated in my
June 20`h letter to you, the subject lot meets the lot width requirement within the LR-1C, but does not meet the
minimum lot area requirement. Orono City Code states if the lot area is at least 80% of the zoning district
requirement a variance is not required [Cite 78-72(bJ(1)]. Within the LR-1C district 17,424 square feet is 80%.
Alternately, Minnesota State Statute allows for redevelopment of this substandard lot without variances provided
the entire property is limited to 25% hardcover regardless of setback from the OHWL [Ci[e MN §462.357 subd
(1J(3J]. According to the survey and hardcover calculation worksheets provided your lot area is 15,000 square feet
and your hardcover exceeds 25%. A buildin� permit cannot be issued administrativelv because the propertv
requires a lot area variance.

The City is in receipt of your building permit application which was received by this office on June 7, 2012.
After a cursory review, your application is incomplete.
The following items must be submitted or revised in order for your application to be considered complete
and for the plan review to continue:
1. Certificate of Survey. The survey submitted does not show the main floor elevation. According to
the elevation drawings provided, the main floor is at approximately 970' and the survey shows the
final grade to be at 968', therefore the lookout windows shown on the building plans are not possible.
Based on the information provided the grading does not match the buildings plans. Please provide
an updated survey, showing the main floor elevation and the proposed grading coordinating with the
building plans. The survey also shows a concrete pad along the driveway, but a concrete pad is not
listed on the hardcover calculations, please clarify.
2. Escrow 8� Escrow Agreement. Building permits involving grading and/or review by the City's
engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to
guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans.
Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion
control and stormwater. The City currently holds an escrow of $2,000 for the demolition of the
existing home at 2215 Bayview Place. Please sign the escrow agreement, combining the demolition
permit and the new construction permit, along with $500. The escrow agreement is enclosed. The
property owner must sign the escrow agreement and submit a check for$500.
This property meets the lot width requirement, but does not meet the lot area requirement. City Code states
if the lot area is 80% of the zoning district a variance is not required. 80% of '/ acre is $17,424 sq ft.
According to the survey provided the lot area is 15,000 sq. ft. and therefore would require a variance, unless
MN State Statute 462.357 subd (1)(3) is invoked. If the statute is invoked, the entire property is limited to
25°/o hardcover.
