Dear Mr. Meline:
Please be advised that I am the prosecuting attorney for the City of Orono. Matt
Bolterman, the Orono Inspector, sent me a signed contract wherein you agreed to install a
mound septic system on or before July 1, 2003. To date, you have not obtained the
permit or indicated when you anticipate put in this septic sy�stem. Please b�; advised that
Mr. Bolterman expects you to obtain this permit on or before September 15, 2003 and
have the mound put in and inspected on or before October 1, 2003. If you fail to do so I
may be compelled to draft a complaint.
Please contact Mr. Bolterman as soon as possible. Thank you.

Background: Mr. Meline has been living at this house for approximately 5 years. He is his own
builder and has been living and building the house since 1998. He has put in holding tanks but
has never put in the mound septic system. I have been in contact with him for several months
(over a year) and he has even signed a contract stating he was going to have the septic mound put
in by July 1, 2003. I have talked to him several times over the summer and he keeps telling me it
will get in. We I still do not have a permit issued for the mound and the mound is not put in yet.
Action Requested: I would like you to send this individual a letter stating he has until
September 15, 2003 to get a septic permit for the new mound. He then has until October 1, 2003
to get the mound put in and inspected.

�GREEMENT FOR INSTALLATION OF ON-SITE SEPTIC SYSTEM

I/We, do hereby acknowledge that an on-site septic system
(Name(s) of Owners)
located on the property with the address of 4775 Bayside Road must be installed to be in full
compliance with the City of the Orono Municipal Septic Code. This shall include a mound to be
built and the existing tanks to be pumped until the mound is built. Each time the tanks are
pumped, we must receive documentation. Terms of this agreement shall run with the property,
not with the owner(s). Future transfer of the property shall not void this agreement.
And further, I/We agree that such installation will be completed no later than Julyl, 2003.

Dear Mr. Meline:
As you know, I wrote to you on September 8 concerning your agreement to obtain
a permit and have a mound put in and inspected on or before October 1, 2003. On
September 30, 2003 I spoke with Matt Bolterman who indicates that you have failed to
comply with these requests. If you do not comply on or before October 10, 2003 we will
be forced to take formal legal action. Please be advised that we will not accept the
defense that it is now too cold to put the mound system in place because you have been
given ample time to make arrangements. Please call Mr. Bolterman directly as soon as
possible.
