Dear Mr. Meline:
During a recent inspection we noted a non-permitted driveway at this address. During the platting of
these properties southeast of County State Aid Highways (CSAH's) 19/84, Hennepin County and the
City of Orono required the installation of the private road accessing CSAH 84 (Bayside Road) east of
your property at the crest of the hill.
This design achieved several goals:
- County policy is consolidation/minimization of roadway access. Fewer direct driveways result in
greater roadway efficiency and safety since entrances are mini-intersections and intersections
create turning vehicle conflicts and, therefore, crashes.
- The private road entrance is several hundred feet from the CSAH's 19/84 intersection allowing
drivers adequate time and distance to perceive and react to vehicle and pedestrian activities, as well
as adequate visibility for entering/exiting vehicles.
Allowing the use of the unpermitted driveway at your site defeats all of these concerns, especially the
proximity to the CSAH 19/84 intersection.
We are therefore requiring the immediate closure and obliteration of this driveway and reestablishment
of access to the private road. This requirement also includes restoration of the turf boulevard with
black dirt and seed or sod to preclude erosion within County Road right ot way.
