During the platting of <br /> these properties southeast of County State Aid Highways (CSAH's) 19/84, Hennepin County and the <br /> City of Orono required the installation of the private road accessing CSAH 84 (Bayside Road) east of <br /> your property at the crest of the hill. <br /> This design achieved several goals: <br /> - County policy is consolidation/minimization of roadway access. Fewer direct driveways result in <br /> greater roadway efficiency and safety since entrances are mini-intersections and intersections <br /> create turning vehicle conflicts and, therefore, crashes. <br /> - The private road entrance is several hundred feet from the CSAH's 19/84 intersection allowing <br /> drivers adequate time and distance to perceive and react to vehicle and pedestrian activities, as well <br /> as adequate visibility for entering/exiting vehicles. <br /> Allowing the use of the unpermitted driveway at your site defeats all of these concerns, especially the <br /> proximity to the CSAH 19/84 intersection. <br /> We are therefore requiring the immediate closure and obliteration of this driveway and reestablishment <br /> of access to the private road.
