RE: Navarre Parking Lot
After several solicitations of comments from adjacent businesses, staff believes we’ve come to a
near final layout. The development of construction drawings/ specs my require additional, minor
modification.
With Councils consent, we propose adding the layout to the 2023 street project.

Jeremy-
The handicap stall on the west side of my loading zone is a problem. If a car is parked here it
blocks access to my dumpster and half of my loading dock. It is already difficult at times for
trucks to access my loading zone. If cars are parked in the middle rows a semi truck is not able
to back up to my loading dock which means they have to wait for customers to leave or
reschedule. Also, with the drive lane shrinking from 21' to 14.5' it will make turning into my
loading zone with a delivery truck more difficult.
I have the largest building on the block but my parking needs are very moderate- the very
busiest I get would be 6 employee cars and 10 customers. Whereas the Narrows could have 50
or more cars. I want to make sure this re-design doesn't make it more difficult for me to do
business.
Here is what I'd like to see:
1. Eliminate or move the handicap parking spot on the west side of my loading area.
2. If deliveries become a problem I'd like to designate a handful of parking stalls in the center
rows as 15 minute parking. To determine which stalls would depend on what a semi truck
needs to back into my loading zone.

Thanks for your comments. There are plans to run electric conduit to a spot along the
north property line for future electric vehicles, but I doubt the actual chargers will be
part of the initial project. There is nothing preventing you from adding these spaces to
your lot at any time.

Hi Jeremy,
The plan looks great! I appreciate you guys putting a lot more thought and effort
into it. Is there any possibility to install a Tesla/electric vehicle charging station at
either end of the lot? I would be willing to give up one of my three spots to be
utilized for that and if I needed to, I could certainly finance that if it’s not in our
budget.

I do not have any additional information other than the parking area was deeded to the City back in
the 80’s. I guess my question is around the dumpster enclosure. If it is not in the blue then I would
need permission to build an enclosure from the City if it is outside of the blue? When looking at the
area of the lot based on the lines, the resurfacing would be minimal on our business. Not sure the
contractor would want to cut the pavement based on the lot line. Not sure how the drainage would
flow without doing it all. Now the amount of parking lot is much less if this is the property line. Just
looking for some clarity on those items.

I am wanting confirmation on where the property line is for Orono Liquor Inc. It is an odd line as it is
drawn on the drawing. That being said, it make a difference on the dumpster enclosure placement
and whether I can just do it or have to go to the city to build it. Thoughts?

RE: 2023 Street Maintenance Project
1. Purpose. The purpose of this action item is to gain council guidance on planning for the 2023 Street
Maintenance Project.
2. Background. In order to maintain our city streets the engineering department recommends a portion
of the city’s streets for various pavement preservation activities. Streets are inspected and assigned a
pavement condition index (PCI) rating. The PCI allows street to street comparisons and provides the data
required to conduct street maintenance programming and planning.
3. 2023 Recommended Streets. For 2023 the recommended roads are as follows.

$ 1,040,200 58 This road was identified for 2023 during last year’s
review. Road is permanently load restricted until
repaired. A Resident group has submitted a petition
requesting the city consider include a trail as part of
the project.
Townline Road
$ 196,200 51 This road serves residents of Orono, Independence
and Medina. Medina and Independence have
expressed interest in partnering with 1/3 cost split
each in 2023.

4. 2024 and Beyond. The list below is not exhaustive. There are several other roads in need on
maintenance in the immediate future (PCI <70).

5. Funding. The projects will be funded with a combination of the Pavement Management Fund, Sewer
Funds, and Stormwater Fund. The Pavement fund is the limiting factor in the amount of pavement
maintenance that can take place each year. Adequate funding is available in the Stormwater, Water and
Sewer Funds.
a. Pavement Funding for 2023. The Pavement Fund receives resources from the pavement levy,
water tower leases and any allocated positive fund balances.

b. Pavement Fund Future. Currently the pavement fund as three funding sources; the Pavement
Levy, Water Tower telecom leases, and positive fund balances. The long term annual pavement need is
$1,000,000. The challenge in the short term is that there is approximately $6M of need in the next 4
years with approximately $ 4-M in funding projected.

1. Purpose. This item is to initiate discussion on a prospective project to re-align the right-of-way for
Spruce Place to correct the offset roadway.
2. Background/ Summary. While reviewing a project for a property owner on the lake side of Spruce
Place, staff observed that the majority of the paved roadway of Spruce Place was not within the platted
public right-of-way. Rather, many of the homes on the lake side have buildings constructed up to and/or
within the right-of-way. Additionally, Spruce Place does not have a cul-de-sac resulting in challenges for
residents, delivery drivers, and garbage haulers. Staff understands that currently the garbage haulers back
all the way down Spruce Place.
Upon further exploration,
staff noted that with a
possible shift in property
lines the roadway could be
correctly placed within
public right-of-way. Staff
has had informal discussions
with the primary impacted
property owner, the
Hoffmanns. The Hoffmanns
are the owners of 1254
Loma Linda (shown on the
aerial image). They also
own the vacant unaddressed
lot between their property
and 1295 Spruce Place
(owned by the City). They
have indicated an interest in
working with the City
toward a solution.
The attached exhibits
illustrate the existing
conditions and potential changes and will be used to facilitate a discussion at the Council meeting. Staff is
seeking authorization to proceed with this project.
3. Staff Recommendation. Staff recommends having the area surveyed to better understand the
impacts and continuing the conversation with the Hoffmanns. If we move forward the next step will be to
gather survey data.
