HomeMy WebLinkAbout04-25-2022 City Council Minutes MINUTES OF THE ORONO CITY COUNCIL MEETING Monday,April 25,2022 6:00 o'clock p.m. ROLL CALL The Orono City Council met on the above-mentioned date with the following members present: Mayor Dennis Walsh, City Council Members Matt Johnson,Aaron Printup,Richard Crosby III(arrived at 6:02 p.m.),and Victoria Seals.Representing Staff were City Attorney Soren Mattick,City Administrator/Engineer Adam Edwards,Finance Director Ron Olson,and Anna Carlson,City Clerk. Mayor Walsh called the meeting to order at 6:00 p.m., followed by the Pledge of Allegiance. APPROVAL OF AGENDA PUBLIC HEARING 1. 3.2 Malt Liquor Off-Sale License—Holiday Superstores LLC,2420 Shadywood Road Mayor Walsh opened the public hearing at 6:01 p.m. Mayor Walsh closed the public hearing at 6:01 p.m. Printup moved, Seals seconded,to approve the 3.2 Malt Liquor Off-Sale License for 2420 Shadywood Road.VOTE:Ayes 4,Nays 0. CONSENT AGENDA 2. CITY COUNCIL MEETING MINUTES OF APRIL 11,2022 3. COUNCIL WORK SESSION MINUTES OF APRIL 11,2022 4. CLAIMSBILLS 5. APPROVAL OF GARBAGE HAULER LICENSES 6. AUTHORIZATION TO ACCEPT ZACH HWAY RESIGNATION Crosby moved,Johnson seconded,to approve the Consent Agenda as submitted.VOTE: Ayes 5, Nays 0. PUBLIC COMMENTS Mayor Walsh stated they have amended the public comment time to 3 minutes and will put a timer on the clock.After 3 minutes the microphone will muted. Mayor Walsh asked to take a five minute recess. Crosby seconded the recess. Mayor Walsh resumed the meeting at 6:10 p.m. and invited the public forward for public comments. Jay Nygard, 1386 Rest Point Road,stated he lives right down the road from weasel Walsh and noted the City Council is really an embarrassment. He cannot believe the City Council just walked out on his three minute comment and held an open meeting violation in the back rather than just letting him talk. It goes to Page lof3 MINUTES OF THE ORONO CITY COUNCIL MEETING Monday,April 25,2022 6:00 o'clock p.m. show the character of this Council,as does taking public comment time from five minutes to three minutes,putting a clock up,and stating that the microphones will be shut off.Mr.Nygard wishes he had a mirror so everyone could look at themselves instead of looking to blame other people. Instead what has gone on with this City Council is trying to keep the Veterans off Big Island,trying to give away a park, giving away a fire lane to a Planning Commissioner;there are a lot of things they should be thinking about.It is really sad to Mr.Nygard that someone who has been here—most likely longer than any of them—is that they are doing it to his community.He sees two people willing to look at him which says something about the Council,also. It is really disappointing in this day and age that they would play games like this when he knows that Walsh himself ran on transparency.Mr.Nygard asked what kind of transparency is it in taking public comments down from five minutes to three?What kind of transparency is it when the City Council must leave the room to talk,hold each other's hands in the background,and make sure nobody says or does anything wrong?It is sad what this Council is doing to the City, and it is sad that this Council does not have character and does not have transparency. It is sad what they are doing to the residents of the community with the criminal prosecutions and everything else.Mr.Nygard is not going to say anything but will let the City Council's five minutes to three minutes stand as a testament to what this City Council is. FINANCE DIRECTOR REPORT Finance Director Olson had nothing to report. CITY ATTORNEY REPORT Attorney Mattick has a conflict on the May 9,2022 City Council meeting but Leah Koch will be there in his place. CITY ADMINISTRATOR/ENGINEER REPORT Edwards updated the City Council,noting the following day is the public works facility bid opening and they will bring those bids before the Council at the next meeting. City Staff will be transitioning the automated payroll system and will be training over the next two weeks. MAYOR/COUNCIL REPORT Seals noted Sunday from 8:00 a.m.to 1:00 p.m. is the Long Lake Fire Department's pancake breakfast which is a fun event to come out and support the firemen and get to know community members. She noted many of the local fire departments donated their used gear to Ukraine and there is a semi-trailer load of gear going overseas. Printup had nothing to report. Crosby stated boating season will start soon and, as they learned from a recent call, it is a reminder if you are on your boat alone to please wear your lanyard and your life jacket. Johnson had nothing to report. Walsh shared that this weekend is the Orono Foundation bash which raises money for the school, supplies,computers, and other things for the kids.
