A revised parking lot plan was received on December 21st, and sent out to adjacent businesses on January 6th for comment. To date, staff has received comments from the owners of the Narrows, the Hardware store, and 3416 Shoreline (the building that includes Lulu’s pizza, Lakeshore interiors, etc.) Those comments are attached. Staff will review the layout and comments with the Council on Monday Big Island Dock. The LMCD requested water depth readings, and staff, the LMCD rep, and LMCD staff went to the proposed dock site to measure depth on January 13th. That information was updated to the revised site plan. In summary, for our site, the maximum length of dock without a variance is 40 feet, which allows two boat sites: 10’ by 20 ’ and 10’ by 22’. Any potential license approval will need to fit within one of these sites. A special thank you to Richie and Travis Anderson for assisting with the water depth exercise. Staff will review the process for this dock license at the meeting on Monday. The design appears to maximize the number of parking stalls. Do you have the current count vs proposed count? Changing to one-way traffic pattern may take some getting used to but probably makes sense given the limitations of the lot. 1. The marked loading zone for the loading dock and dumpster at my building (True Value) is not wide enough. The loading zone needs to be 32' wide to allow a semi truck and other vehicles to access my store. 2. The majority of vehicles that park in the lot are trucks and SUVs. I can't tell the width of proposed stalls, but I'd like to see them at least 9.5' wide to accommodate these vehicles. Can you verify the proposed width? 3. The drive lane on west end of lot shows one way, but there will be vehicles accessing lot from Lulus Pizza entrance. The access to the first long strip of parking should be two way. If you can eliminate the first parking stall (southwest corner of long stretch of parking) it would allow for two way traffic and vehicles from both directions to make the turn into the long stretch. 4. The proposed diagram shows pole lights in middle and north edge of lot. There are currently pole lights on south edge of lot. The access to businesses is on the south edge of the lot and I'd like to see these pole lights maintained. Thank you. I have a few comments regarding the current set up of the parking lot and options for more of and integration of development and flow of the space on the Narrows LLC side. 1. After looking at the lay out of the design and placement of the planters on the SE side, will this blockade really stop motorists from going around the planter through the space on the Narrows side? When the lot is empty it would not be an issue but when it is busy, I could see this maybe a set up for problems for others parking on both sides of the property line in that row of spaces. 2. Item 1 brings up item 2. Should we look at a more global plan including the space on the Narrows property so there is more of a flow. We discussed that a global plan and resurfacing of that space would be best as to contour the grading consistent along with surfacing at the same time. Doing these as separate projects without a common plan would not optimize the overall goals. We would be interested in discussing options with the City Engineer along with contractors that are awarded the work to set up a secondary project tied to the overall City project. We would want to keep the bidding and project costs from our property separate from the public project but at the same time make sure it is completed as one blending the two areas together as one connected plan. 3. Item 2 would need to incorporate item 3. We have two dumpsters that are on our property that we would like to enclose to assist with cleaning up the look around the property. It would be our hope that we could reduce the amount of community dumping into our dumpsters utilizing an enclosure. Working this into item 2 would be required. 4. What is the anticipated time that the parking lot will be out of service? This timing is crucial to our business and those businesses around the lot. We also know that the lot is used by many not in the immediate area that also would be affected. Timing and length of time would be information prudent in our operations so we can plan for the inconvenience. 5. It was noted that the spaces on each side of the blocked spaces on the South side of the lot in front of the hardware store and just East on the same row are handicap spaces. Will the Narrows be required to provide a handicapped space also? 6. Do you have an estimated cost that the City has come up with for the plan presented? In order to process your application and determine if a variance will be needed, you will need to submit the water depths at this location; otherwise the application is deemed incomplete. Per my 12/02/2021 email, if the shoreline is 40 feet or less, the dock length is first reach to 4 feet of water depth with a maximum length of 60 feet in length. This is where the water depths would be important if you need to obtain a variance to extend the dock length.WeI have checked to see if water depth information is available for this site, but have not been able to find accurate information.
