HomeMy WebLinkAboutSeptic Status Memo 12-12-96TO: Bruce Vang, Building Inspector FROM: Stephen Weckman, On -Site Systems Manager DATE: December 12, 1996 SUBJECT: Bruce Kelly residence (2320 Fox St.) - septic system History Soil testing was initially completed May 26, 1995 by Bob Koch. Two drainfield sites were located on the west lot (2340 Fox St.) and one site was designated for the east lot (2320 Fox St.). As the existing septic system on 2320 Fox St. had no soil testing information available, Mr. Koch was notified that the system must be verified as meeting current standards or a new site must be designated. New soil testing was completed August 4, 1995 and an additional drainfield site was designated approximately thiry feet from the existing system. The soil borings indicated mottled soil at depths of 18, 26 and 29 inches, requiring a mound system. Due to the proximity of the soil borings to the existing system and the comparable elevations, the City staff considered this information to consider the existing system non-compliant with the current Minnesota Pollution Control Agency (MPGA) Rules Chapter 7080. The Orono Municipal Code requires that non-compliant septic systems be upgraded within ten years of being identified unless additions or reconstruction of the residence require an upgrade before then. Installation For whatever reason, the septic system that was designed for the new residence was not installed and the residence has been connected to the old drainfield. Since the system was connected to the residence without a permit as required by the City and no inspections were made, the system must be opened to verify that it is sized properly for the residence ands it borings must be com leted which show that the drainfield meets City and State Codes. Code Violations • Permit Required for installation of septic system (City Code Ch. 12.02) • Septic system must be confirmed as being of adequate size to handle waste load (City Code Ch. 12.30 subd. 4 F. - MPCA 7080.0060 subp. 1) • Compliance Inspection required for all new construction or replacement (MPCA 7080.0315 subp. 2 C.) Minimum Requirements • A licensed site evaluator must verify septic system compliance with City and State Codes. • The homeowner or his representative must apply for a septic system permit for the connection of the residence to the existing system and an inspection must be performed by City staff to verify that the improvements to the system meet City and State Standards.
