MINUTES OF THE ORONO PARK COMMISSION Monday, May 3, 2021 6:00 o’clock p.m. _____________________________________________________________________________________ Page 1 of 3 CALL TO ORDER Chair Roath called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Chair Roath led the Commissioners and those in attendance in the Pledge of Allegiance. ROLL CALL The Orono Park Commission met on the above-mentioned date with the following members present: Chairman Brian Roath, Commissioners Janice Berg, Casey Hudson, Jennifer Klaahsen (arrived at 6:05), and Taylor Stephens. Commissioners Rick Carter and Vanessa Keller were absent. Representing Staff was Adam Edwards. APPROVAL OF MINUTES 1. February 1, 2021 Park Commission Meeting Minutes Hudson moved, Berg seconded, to approve the February 1, 2021 Park Commission Meeting Minutes. VOTE: Ayes 4, Nays 0. PUBLIC COMMENTS There were no public comments. CHAIRMAN’S UPDATE Chair Roath shared some good progress at the golf course; he and Stephens have been working with Joey Brettingen, Adam Edwards, and others to focus on the summer golf course business. They have identified certain investments that may be necessary to get a good return-on-investment. They took that to the City Council the previous Monday and received their support. The group is currently defining and pricing the type of improvements and investments to make an addition to the 2021 operating budget for the golf course. They will then bring that to the Council for final approval. Roath noted they did not make any specific asks that were capital improvement related; also out of scope is anything added to the operating budget beyond 2021, and anything in the winter months. Roath made a presentation to the Council on the long-range ideas which included the winter months. Right now, the specific task is for the next couple months at the golf course. Regarding community events at the Parks, they are moving forward with the Bederwood Grand Opening on May 22, 2021, the Big Island ground-breaking on August 7, 2021, and the Tree Lighting. Roath shared that the next trail on the priority list is the Lakeview Legacy Trail; it makes sense to do that at the same time that North Arm Drive is rebuilt and is slotted for 2023- 2024. Lurton Park dog days is not happening and asked if there is a Summit Beach update. Klaahsen reached out to a distributor for Landscape Structures and she has not heard back. She thought he would provide some concept plans to review but if he is not responsive, she would discuss next steps with the Parks Commission. Edwards will reach out to the person, as he had come out after the first meeting and they spoke about playgrounds and how they would work together. MINUTES OF THE ORONO PARK COMMISSION Monday, May 3, 2021 6:00 o’clock p.m. _____________________________________________________________________________________ Page 2 of 3 Roath noted there are a couple items on Lurton Park, Hackberry, and Crystal Bay Park to make some progress this year. Klaahsen said at Sandy Beach, the swim platform is dropped off but not yet installed. She asked if there will be a ladder on the platform. Edwards does not know but will double check. PARK SUPERINTENDENT UPDATE Edwards updated the Council on behalf of Joey Brettingen. The docks at the lake access points are all in, they did some work sprucing up French Creek parking lots and access ways, and tree trimming. The golf course is up and running and have been working on the irrigation for the year. Still on the to-do list include quotes for a dock on Casco, trail improvements at Lurton Park, and installing buoys and swim platforms at the beaches. Then, Brettingen will go after some of the dead and dying trees in the parks to get them removed and replaced. The well pump at Lurton died so the well installer has parts on order to repair it. He believes it is a total of around $3,000 to repair. Maintenance work at Big Island is underway, as well as irrigation at Bederwood and City Hall. Klaahsen noted the Crystal Bay Park sign is leaning and asked if that can be propped up. Edwards noted it will be replaced and they are waiting for the new signs to come in; other signs to be replaced are Summit Beach, Crystal Bay, and one other. The Parks Commission approved them the previous December. Roath asked if they will do a couple signs per year. Edwards stated that is the plan as they are around $3,000 apiece. CITY ENGINEER UPDATE Edwards put in grants for Bederwood soccer and lacrosse equipment, as well as partnered with the baseball association to be the municipal partner for some pitching machines and baseball equipment at various sites. Unfortunately those grants will not be decided by Hennepin County until mid-to-late May. Edwards ordered the soccer goals for Bederwood and hopes they will be in soon. Regarding Big Island, the Council approved the sign design. The construction contractor is shooting for a mid-May restart on the construction project pending delivery of the second toilet, and subject to the barge operators. Hopefully once the contractor gets the material out there it will be just a couple of weeks. The contract for the Dakota Trail Connection was rewarded by Three Rivers Park District and they had a pre- construction conference the previous week. The contractor is Sun Ramp, the same people who did Bederwood, and they are scheduled to start May 10, 2021. The contract requires them to be substantially complete by July 2, 2021. Edwards noted there may be a shutdown or two of County Road 19, but for the most part they will shift the lanes and use construction flagging to do the work. In Lowry Woods, they are working with a resident on a permanent easement for access to the park from the Luce Line. There were mountain bikers last fall who wanted to use the access, and it turns out the easement the City had for that access was a temporary easement which lasted for 3 years and expired in 2007. On that easement it said the City and the property owner would discuss a permanent easement but they cannot recall that MINUTES OF THE ORONO PARK COMMISSION Monday, May 3, 2021 6:00 o’clock p.m. _____________________________________________________________________________________ Page 3 of 3 follow up conversation; he has given them a draft easement for review. Orono Youth Hockey has also reached out about a potential partnership to establish an outdoor rink. The Commissioners had a short discussion on the Tree Lighting event. Edwards reminded the Commissioners to coordinate things a month out if they expect City Staff support in any way for bigger, special events. Then they can get police, reserves, and other things ready. GOLF COURSE BUSINESS PLAN UPDATE Roath noted they are trying to get food trucks at the golf course and he will communicate the dates and times; the more people they can get the easier it is to get the trucks back in the future. Edwards shared that Roath updated the Council at their last meeting and they gave Staff tentative guidance to look for $37,000 out of the general fund to put towards the golf course. That was a big success. Roath said the next step is giving Edwards, Ron Olson, and Brettingen more direction on the four general things they asked for. He shared slides that stated what they want to do now at the golf course, and what they want to do soon; it all culminates in the 2024 100th Anniversary of the golf course. They want to establish a new marketing program, expand the food and beverage capabilities and offerings, food truck Fridays, a porch music series, establish group packages, rebrand and perhaps consider renaming the course. They also want to launch a new website, add a year-round gas fire pit, build a small shelter, and expand the lower parking lot. There are a lot of details to fill in. The immediate request for $37,000 includes some for food capabilities starting this summer, a third table and chair set for the deck, put money towards marketing budget, musicians, and increasing the staff hours during peak times. COMMISSIONER UPDATES Berg reported Norlings came out and did Lydiard Beach and the landscaping looks really nice. On Casco Point, a man has adopted it and will be going out to take care of things he can and notifying the City of other things. She asked if they can get a bigger no fishing sign as the current sign is only 8.5 x 11inches. Edwards does not know if they have a bigger sign. He noted they talked about extra signage at Lydiard, Sandy, and Casco when they put the docks out. People are not supposed to fish from the dock or bring a motorboat to the dock. Roath thinks they should talk more about the adopt-a-park program to promote it and recognize the people that are volunteering their time for it. Presenter: Brian Roath Park Commission Chairman Agenda Section: Park Commission Chairman’s Update Exhibit A. Commission- Looking forward to seeing everyone at Tuesday’s meeting! In reviewing our 2021 goals, we still have much to accomplish this year. There were a lot of happenings during our “summer recess”. I’d like to bring you up to speed ahead of the meeting. 1) Beginning in late May, an Orono resident voiced concern about vandalism in the natural area of Bederwood Park. We discussed this at our last Commission meeting. Since then, the resident has engaged in a campaign to spread misinformation about activity in and plans for Bederwood and Lowry Woods and, in the process, defame the City (including the Park Commission directly). Most of this has been through social media under her name and under an organization named Stand Up for Property Rights, Big Woods and Wetlands. The resident has also sued the City of Orono. We expect to see this resident and others at our meeting Tuesday and may provide public comment. Although Bederwood and Lowry Woods are not on the agenda, I would like to read a statement (as part of my Chairman’s Report) from the Commission to set the record straight about the Commission and these parks. A draft of this statement will be included with meeting materials. Please review and propose edits as part of our Tues meeting. This is not MY statement. It is from all of us. It should not say anything we do not all 100% support. Feel free to call if you have questions about the history, process, or statement content. 2) Last week Jen resigned from the Commission due to her lack of availability. Attached is her resignation letter. I expressed our appreciation for her work on Sandy Beach and Summit – feel free to do the same. So, we are in need of a Commissioner and a couple Alternate Commissioners. Please pass the word – it has proved to be the best way to find qualified candidates. The application is available on the Orono website. 3) Our Parks Supervisor Joey also resigned in August. He left to pursue a new opportunity with a non-profit farm that he was already deeply involved with. Next Wednesday, Joey’s replacement Josh starts. Josh has a similar background golf course management – in fact, Josh was referred to us by Joey. I doubt Josh will be available to meet the Commission on Tuesday. But, we’ll bring him up to date on our parks soon enough. 4) Save the date: September 17th is Golfer Appreciation Day at the golf course. We will have live music, food and other activities from 3-6pm. 5) Save the date: September 23rd is Big Island Grand Opening (3pm). You will soon receive an invitation with details on transportation arrangements. 6) Our meeting Tuesday is a formal meeting. The plan is to follow current masking guidelines: a) mask if unvaccinated or by personal preference, b) unmask when speaking, c) social distance. If you have a concern with that approach and prefer we take additional precautions, please let me know. Thanks, and have a great Labor Day Weekend! -Brian Exhibit B. DRAFT Park Commission Statement There has been public discussion on social media about the City of Orono and activities within the City’s parks, specifically, Bederwood Park and Lowry Woods. The Park Commission wants to provide some clarity on those matters. 1) Everyone on the Park Commission understands the importance and duty to preserve and protect Orono’s natural areas, including the precious Big Woods located in our community. All commission recommendations and activities are consistent with these values. 2) The Park Commission meetings are open to the public. Commission discussions and recommendations about parks occurs at public meetings and are a matter of public record. The videos and minutes of the meetings are available online. 3) Because the Parks Commission is an advisory group, we do not make any decisions about parks – only recommendations to the Council and City. 4) Orono routinely partners with youth organizations to make improvements to our park amenities and to promote responsible use by all community youth and adults. These organizations include the mountain bike team, soccer club, baseball and softball associations, lacrosse club, football association, rowing club, hockey associations, scouts, etc. Partnership with these community organizations for the betterment of our parks and their enjoyment of them as residents, is a key component to maintaining and managing our park space for the entire community. 5) Lowry Woods: Last autumn, the City’s Park Commission had an informal discussion with the Orono Mountain Bike Team to consider their request to use the Lowry Woods trails for mountain bike practice. The Commission recommended the team reach out to park neighbors and gauge neighborhood support for such a use prior to moving the idea forward formally. It was determined that bicycle access into the park was not suitable for the team. No further action is planned at this time. Still, the Commission believes access to Lowry Woods – for any user - is inadequate. The property is nearly surrounded by private property. And, the natural terrain adds other access challenges. The Commission will continue to explore options to provide improved access to this beautiful natural park for all residents. 6) Bederwood Park: In Spring 2021, the Commission recommended, and the City Council passed a resolution, allowing the Orono Mountain Bike Team to use a portion of Bederwood Park to conduct skill training for their youngest riders. The approval allows the team to use existing grass and dirt pathways and to make minor improvements (clear deadfall, leaves and debris from the ground) creating a dirt pathway in the undeveloped areas of the park. 7) At both Lowry Woods and at Bederwood, the Commission does not have any plan to: a. Take/condemn private property b. Permit the removal or cutting down of healthy trees in protected park woodlands c. Fill drainage ways or wetlands d. Engage any landscape engineering or architectural firm for any work related to protected undeveloped areas of the park Any such plans for these activities in the future would first be contemplated in public City Council or Commission meetings, where all residents have the opportunity to voice support or concern. 8) Please be aware that making unauthorized changes to our parks is not allowed. Activities such as clearing trees or even planting seedlings in Orono parks without City approval are violations of city code. 9) Park Commission and City Council meetings are the fora to receive accurate information on City park projects. Your participation is the way to invoke change in our parks. This is the proper channel to voice concerns or complaints. You are all welcome, and encouraged, to participate in the process of improving our parks. 10) Lastly, Orono parks are for everyone. It is important everyone – whether child, adult, organized, not-organized, resident, non-resident – feel welcome in all parks. Any activity that makes Park users feel intimidated, scared, bullied, harassed, or otherwise unwelcome will not be tolerated. Park Commission City of Orono The Park Commission advises the City Council on matters of maintenance and use of park facilities, preservation of natural resources and promotion of environmental awareness MISSION STATEMENT The City of Orono will provide effective guidance through public policy established from citizen involvement, by empowering staff to implement best practices to prepare Orono for any challenges of the future and by ensuring a positive customer experience, superior municipal services and provide a safe community for the residents, businesses and customers to live, work and play in. The director of public services and one council member shall be members of the commission ex officio and without vote and are in addition to the seven-member commission (Code Section 22-32) VISION STATEMENT To be the residential community of choice and remain widely recognized for its preservation of natural rural beauty, quality of life, and recreational assets. Powers & Duties. The park commission shall be only an advisory body to the City Council. The commission shall study and consider the continuing needs of the city for parks and recreation areas and facilities of all kinds, including but not limited to problems involving public use of Lake Minnetonka and other lakes in the city, and portions of its shorelines. The commission shall report to the council. These organizations include the mountain bike team, soccer club, baseball and softball associations, lacrosse club, football association, rowing club, hockey associations, scouts, etc. Partnership with these community organizations for the betterment of our parks and their enjoyment of them as residents, is a key component to maintaining and managing our park space for the entire community. 5) Lowry Woods: Last autumn, the City’s Park Commission had an informal discussion with the Orono Mountain Bike Team to consider their request to use the Lowry Woods trails for mountain bike practice. The Commission recommended the team reach out to park neighbors and gauge neighborhood support for such a use prior to moving the idea forward formally. It was determined that bicycle access into the park was not suitable for the team. No further action is planned at this time. Still, the Commission believes access to Lowry Woods – for any user - is inadequate. The property is nearly surrounded by private property. And, the natural terrain adds other access challenges. The Commission will continue to explore options to provide improved access to this beautiful natural park for all residents. 6) Bederwood Park: In Spring 2021, the Commission recommended, and the City Council passed a resolution, allowing the Orono Mountain Bike Team to use a portion of Bederwood Park to conduct skill training for their youngest riders. The approval allows the team to use existing grass and dirt pathways and to make minor improvements (clear deadfall, leaves and debris from the ground) creating a dirt pathway in the undeveloped areas of the park. 7) At both Lowry Woods and at Bederwood, the Commission does not have any plan to: a. Take/condemn private property b. Permit the removal or cutting down of healthy trees in protected park woodlands c. Fill drainage ways or wetlands d. Engage any landscape engineering or architectural firm for any work related to protected undeveloped areas of the park Any such plans for these activities in the future would first be contemplated in public City Council or Commission meetings, where all residents have the opportunity to voice support or concern. 8) Please be aware that making unauthorized changes to our parks is not allowed. Activities such as clearing trees or even planting seedlings in Orono parks without City approval are violations of city code. 9) Park Commission and City Council meetings are the fora to receive accurate information on City park projects. In reviewing our 2021 goals, we still have much to accomplish this year. There were a lot of happenings during our “summer recess”. I’d like to bring you up to speed ahead of the meeting. 1) Beginning in late May, an Orono resident voiced concern about vandalism in the natural area of Bederwood Park. We discussed this at our last Commission meeting. Since then, the resident has engaged in a campaign to spread misinformation about activity in and plans for Bederwood and Lowry Woods and, in the process, defame the City (including the Park Commission directly). Most of this has been through social media under her name and under an organization named Stand Up for Property Rights, Big Woods and Wetlands. The resident has also sued the City of Orono. We expect to see this resident and others at our meeting Tuesday and may provide public comment. Although Bederwood and Lowry Woods are not on the agenda, I would like to read a statement (as part of my Chairman’s Report) from the Commission to set the record straight about the Commission and these parks. A draft of this statement will be included with meeting materials. Please review and propose edits as part of our Tues meeting. This is not MY statement. It is from all of us. It should not say anything we do not all 100% support. Feel free to call if you have questions about the history, process, or statement content. 2) Last week Jen resigned from the Commission due to her lack of availability. Attached is her resignation letter. I expressed our appreciation for her work on Sandy Beach and Summit – feel free to do the same. So, we are in need of a Commissioner and a couple Alternate Commissioners. Please pass the word – it has proved to be the best way to find qualified candidates. The application is available on the Orono website. 3) Our Parks Supervisor Joey also resigned in August. He left to pursue a new opportunity with a non-profit farm that he was already deeply involved with. Next Wednesday, Joey’s replacement Josh starts. Josh has a similar background golf course management – in fact, Josh was referred to us by Joey. I doubt Josh will be available to meet the Commission on Tuesday. But, we’ll bring him up to date on our parks soon enough. 4) Save the date: September 17th is Golfer Appreciation Day at the golf course. We will have live music, food and other activities from 3-6pm. 5) Save the date: September 23rd is Big Island Grand Opening (3pm). You will soon receive an invitation with details on transportation arrangements. 6) Our meeting Tuesday is a formal meeting. Purpose. Consider improvements to the Casco Point Ice Rink and Partnership opportunity with Orono Youth Hockey Association. 2. Background. Mr. Jon Schwingler of the Orono Youth Hockey Association approached the City earlier this year about opportunities for outside rink time for youth hockey at City Rinks. At the June Work Session the Commission discussed opportunities for short term and long term partnership. Short term the idea of using the Casco Point Rink and longer tern consideration of rinks as masterplans for parks are developed. Staff met at Casco Rink with Mr. Schwingler to explore options. 3. Possible Improvement and Partnership. Discussions at Casco Rink with the association resulted in three items for consideration: a. The installation of lights at the Rink. This work would be done by the city. This idea was previously proposed back at a commission work session in June of 2019 as a means of increasing use on dark January afternoons. Staff is currently working on getting some preliminary quotes but we estimate this project would cost approximately $5000. Project would include installation of 4 light poles with lights; Lighting controls (to ensure lights only operate during designated times) and necessary electrical feeds and circuits. b. Installation of temporary hockey boards and goals. This work would be done by the Association. The boards would cover approximately ½ of the rink area. c. Ice sheet maintenance. The association and City would partner to share ice sheet maintenance responsibilities. 4. Cost. Estimated cost to the City would be $5000. 5. Funding.
