Dear Melanie:
We have reviewed the revised plans for the proposed new home construction at 3382 Bayside
Road. The grading plans are dated 8-5-10. We have the following comments with regards to
engineering matters:
• The proposed retaining walls exceed 4 feet in height. Engineered design and details
specific to this site and each wall over 4 feet should be submitted for review.
• The proposed grades shown on the grading plan do not match the house elevations that
were submitted. Theses two plans should agree.
• This project will need Minnehaha Creek Watershed District permits for work in the creek
bed area. Revisions to this area may be necessary to comply with the permits. We
recommend waiting with final city wetland related review comments until watershed
district approval has been obtained.
• This project will disturb more than 100 CY of material. Sediment and erosion control
information meeting the requirements of Orono's City Code 79-7(c)(2) must be
submitted. The minimum $2000 sediment and erosion control financial security should
be required of the applicant for this permit.

Hi Melanie,
I still need items 2 and 3 on my previous memo addressed. See below.
1. Quantities and size of the plants to be installed
2. The applicant proposes to maintain the buckthorn hedge within the buffer. Buckthorn is an invasive species that
is considered undesirable and is specifically listed as a species to be removed if within the buffer. There is only a small
portion of the hedge within the required 16.5 foot buffer and it is recommended to replace this portion of the
hedge with other species so it is in compliance with the ordinance.
3. A schedule of activities that are part of the management and maintenance(mowing invasive weeds, spot
herbicide treatment of invasive, etc. )for the establishment of vegetation in the buffer shall be provided.

The Huthwaites proposed some native plantings outside the required wetland buffer for their variance approval last fall.
They are requesting a building permit now and I don't remember if you still required additional information be submitted.
I am going to require that the Wetland buffer covenants document be executed prior to the issuance of a CO3 and ask
that they have a $3000 wetland buffer escrow as part of this at that time, however I need to know if you are waiting on
information from them to approve their plans. I've attached your memo to the email to jog your memory.

We have reviewed the as-built grading plan for the new home at 3382 Bayside Road. The plan is dated 12-
20-11. We have the foilowing comments with regards to engineering matters:
• The as-built plan and grading is acceptable from the city's engineering standpoint.
• We recommend that the Minnehaha Creek Watershed District review the streambank stabilization
work that was completed under their permit.

The permit for streambank stabilization, wetland buffers and the waterbody crossing was approved by the Board last
night. There are several conditions that the applicant will need to meet to complete the administrative matters
including the reimbursement of fees and a declaration for wetland buffers and the waterbody crossing. Let me know if
there are questions.
