June 15, 2010 Michael Huthwaite 7155 Ainsworth Drive Germantown, T'N 38138 RE: SER Project Name: 3382 Bayside Road SER Project No: 2009-048-03 Project Location: Part of Section 5, T118N, R23W, Orono, Hennepin County, Minnesota Letter Purpose: Addendum to original delineation report dated October 12, 2009 Dear Mr. Huthwaite, As you know there was some question as to whether the delineated wetland boundary(Wetland 1) completed by SER in October of 2009 was accurate given that the majority of the delineated area consisted of stream bank. Wetland 1 was originally delineated as a riverine wetland but because much of the delineated area contained steep and abrupt slopes without wetland vegetation present, the Local Government Unit(LGU), Becky Houdek, proposed that only fringe areas containing the mandatory dominance of hydrophytic vegetation, hydric soil and hydrology criteria shouid be delineated as jurisdictional wetland. The remaining areas exhibiting steep slopes that lead directly into flowing water with a sandy stream bed and where vegetation is unable to proliferate, are not considered wetland. Lynda Peterson of BWSR also agreed with this proposal. Therefore, SER revisited the subject parcel on May 15,2010 and modified the original wet(and delineation based on this guidance. SER delineated three areas (Areas A, B and C) along the fringe of the stream as jurisdictional wetland.See the Figure section far a depiction of the GPS located wetland boundary Areas A,B and C. The three areas fell within the horseshoe portions of the meandering stream which contained depositional soil that was mostly sandy.Hydrophytic vegetation was also dominant in these areas at the time of the site visit. Hydrology was largely based on primary indicators of saturation and high water table observed within the boreholes. See the Data Sheets section at the end of this report for a detailed description of the sample data for each ofthe delineated wetland areas.All three delineated areas were classified by SER as Type 2/3 PEMB/C wetlands. The watershed had the wetland delineator remove the creek portion from the wetland boundary. This results in wetland boundary that is smaller. As a result the Gronberg survey shows more area that is being protected by buffer then is necessary. Unless the landowner requests a change I would go with the Gronberg survey that shows the wetland buffer along wetland and the creek. Let me know if you have questions.
