Letter Purpose: Addendum to original delineation report dated October 12, 2009
Dear Mr. Huthwaite,
As you know there was some question as to whether the delineated wetland boundary(Wetland 1)
completed by SER in October of 2009 was accurate given that the majority of the delineated area
consisted of stream bank. Wetland 1 was originally delineated as a riverine wetland but because
much of the delineated area contained steep and abrupt slopes without wetland vegetation present,
the Local Government Unit(LGU), Becky Houdek, proposed that only fringe areas containing the
mandatory dominance of hydrophytic vegetation, hydric soil and hydrology criteria shouid be
delineated as jurisdictional wetland. The remaining areas exhibiting steep slopes that lead directly
into flowing water with a sandy stream bed and where vegetation is unable to proliferate, are not
considered wetland. Lynda Peterson of BWSR also agreed with this proposal. Therefore, SER
revisited the subject parcel on May 15,2010 and modified the original wet(and delineation based on
this guidance.
SER delineated three areas (Areas A, B and C) along the fringe of the stream as jurisdictional
wetland.See the Figure section far a depiction of the GPS located wetland boundary Areas A,B and
C. The three areas fell within the horseshoe portions of the meandering stream which contained
depositional soil that was mostly sandy.Hydrophytic vegetation was also dominant in these areas at
the time of the site visit. Hydrology was largely based on primary indicators of saturation and high
water table observed within the boreholes. See the Data Sheets section at the end of this report for a
detailed description of the sample data for each ofthe delineated wetland areas.All three delineated
areas were classified by SER as Type 2/3 PEMB/C wetlands.
Wetland Areas A, B and C are subject to review by the Technical Evaluation Panel (TEP) and
approval by the LGU.SER advises that no grading or any other alterations be made to wetland areas
until the approval has been made by the proper regulating authorities.

Christine,
I reviewed the correspondence. The watershed had the wetland delineator remove the creek portion from the wetland
boundary. This results in wetland boundary that is smaller. As a result the Gronberg survey shows more area that is
being protected by buffer then is necessary. Unless the landowner requests a change I would go with the Gronberg
survey that shows the wetland buffer along wetland and the creek.

Michael Huthwaite has applied for approval of a revised wetland boundary for the parcel located at 3382
Bayside Drive in the City of Orono(PID#OS-117-23-14-0035).A wetland delineation for this property
was previously completed by Svoboda Ecological Resources(S�R)and approved by the Minnehaha Creek
Watershed District(MCWD)in October 2009.After further discussion between SER and MCWD, it was
detertnined that certain areas of the streambed and bank that were included in the delineation may not meet
wetland criteria and should be reassessed.This re-delineation was performed by SER on May 25,2010.
The addendum to the original delineation report is attached. The revised boundary will be reviewed in the
field by MC WD staff.

Summary of Project/DeClslon(indicate exemption number per MN Rule 8420A122,if applicable): The
wetland boundary delineated by Svoboda Ecological Resources(SER)at 3382 BaYside Drive in Orono
(PID#0511723140035)in October 2009 was revised on May 25, 2010. It was agreed between SER&
MCWD that some areas originallv delineated maY not meet wetland critera and should be reassessed. The
areas that were classified as wetland in the October 2009 delineation report contained areas with steep
slopes and no hydroph, ic vegetation. These characteristics do not meet the criteria to be classified as a
jurisdictional wetland. The revised boundacy was reviewed in the field on Jul�16,2010 b�Minnehaha
Creek Watershed District(MCWD staff.
The three wetland areas(Areas A, B and C)were all identified as TXpe 2/3 PEMB/C lwet meadow/shallow
marsh)wetlands. Reed canar�grass and Canadian wood nettle were the dominant ve�etation within the
wetland. The boundarv with upland was characterized bv an abrupt chan�e in elevation&a transition to
primaril, n�_ydrophytic ve etation.
The boundat a�-� s flagged in the field and labeled in the addendum to the ori�inal delineation report
submitted on June 18, 2010 is accepted by the MCWD. This decision is valid for 3 years.A proiect on this

NOTE: Approval of Wetland Replacement Plan Applications involving the use of wetland
banking credits is conditional upon withdrawal of the appropriate credits from the state wetland
bank. No wetland impacts may commence until the applicant receives a copy of the fully signed
and executed "Application for Withdrawal of Wetland Credits," signed by the BWSR wetland
bank administrator certifying that the wetland bank credits have been debited.
THIS DECISION ONLYAPPLIES TO the Minnesota Wetland Conservation Act. Additional approvals or
