Gaffron, Senior Planning Coordinator City of Orono Post Office Box 66 Crystal Bay,Minnesota 55323 Re: Orono Senior Housing File No. 139-01-000 Plat No. 2641 Dear Mike, We have reviewed the site plans for the proposed Orono Woods Apartments. The site is located in the northwest quadrant of Wayzata Boulevard (T.H. 12) and North Brown Road. The site is proposed to be developed as a senior housing complex and office building. The plans show the senior housing to be constructed as Phase 1 and the office complex as Phase 2.It is our understanding that the use for Phase 2 may change based on demand.This review focuses primarily on Phase 1.The following are comments with regards to engineering matters: 1. Traffic: The proposed layout appears to be in accordance with our traffic flow comments dated November 14,2000.We recommend that the access onto Wayzata Boulevard be signed and striped as a right-in right-out only intersection. MnDOT should comment on the construction or striping of a westbound right turn lane into the site from T.H. 12.Cross walk striping and traffic control signing will be necessary at various locations within the site. Signing and striping plans should be included with the plan set.Streets and parking areas should be constructed to the City's commercial/industrial street section as per City Standard Detail STR-7. All streets and parking areas shall have B618 concrete curb and gutter. 2. Grading:The grading plan shows street grades at both accesses ranging between 5%and 6%.This will create problems for stopping and turning movements, particularly in the winter. We recommend a minimum landing area of 50 feet with a maximum grade of 2%at both accesses.Some parking lot grades are shown at 5%. We would recommend that parking lot grades not exceed 4 percent.The grades on the access road to the office complex exceed 8%. Grades to the parking area for the office complex are shown at 10%.We recommend these grades be reduced as much as practical for the stopping and turning reasons noted above.The proposed retaining wall northwest of the pond is 8-feet tall at its highest point, all retaining walls over 4-feet in height require an engineered design and details.All silt fence must be in place prior to any grading activity. 3. Drainage: A drainage area map and storm sewer calculations should be provided for our review. Plans should be submitted to the Minnehaha Creek Watershed District for their review.MnDOT should review and comment on the plans and provide verification that the existing pond is sized for the proposed developed conditions.Inverts of flared end sections(FES)outletting to the pond should be set at the pond normal water level(NWL) of 972.0+/-. Class III riprap should be called out and quantified at all FES. Utilities:The proposed sanitary sewer flows from the site are to be routed to the existing lift station near the southwest corner of the existing pond.There isn't enough capacity at this lift station to accommodate flows from the fully developed site. MnDOT's plans to upgrade T.H. 12 include downstream sanitary sewer improvements and elimination of this existing lift station.Capacity will no longer be an issue once the sanitary sewer improvements are completed downstream and the existing lift station is off line. Current MnDOT plans indicate sanitary sewer improvements will begin within the next year. Until the T.H. 12 sewer improvements are constructed,the number of sewer units allowed to discharge into the existing lift station should be monitored closely.The relocation of the existing sanitary sewer north and west of the pond should include removal of the existing pipe and structures.A sanitary manhole should be added where the service to the senior housing apartment connects to the relocated sanitary sewer.The grade of the sanitary service from the senior housing building stated on the plans does not agree with the inverts provided. It appears the 11+/- % grade shown on the plans should be revised. Sanitary connections to existing manholes shall be core drilled with a rubber boot installed.Gate valves should be added to the water main at both connect to existing water main locations, both water services to the buildings,on the 8-inch main east of the service to the office complex and at the stub west of the office. The stub west of the office should be extended another 100-feet to the north so it is outside of the paved parking area. A temporary hydrant should be installed at the end of this stub for flushing and water quality purposes.The proposed water main loop should be constructed as part of Phase Ito improve fire flows and water quality.The 6-inch sanitary sewer from Wayzata Boulevard should be constructed as part of Phase 1. 5. Easements: Utility easements will need to be provided for all water main, sanitary and storm sewer. Drainage easements should be provided across any existing or proposed drainage ways. A final plat should be submitted for review. 6. Financial Guarantee: We have estimated the total cost for Phase 1 site improvements to be$307,605. The amount of the financial guarantee provided to the City should be 150%of that amount or$461,408. The itemized cost estimate for Phase 1 improvements is attached.When Phase 2 plans are finalized we will prepare an estimated cost for site improvements to determine the financial guarantee for that work.
