Rule N-- Stormwater Management: •, , , • • 1. Permanent BMP's have been designed with the project. Please sec the attached BMP Checklist provided by MCWD_ A description of these BMP's are as follows: A. Ponds: A wet retention/ detention pond will be utilized. This will be the MnDOT Pond. There are no wetlands on-site. B. Infiltration: This development will be leaving existing trees and wooded areas. They will provide an excellent infiltration area. C. Filtering Systems: Buffer/Filter strips will be utilized with the protection of the existing wooded areas at the north line of the property and also around the MnDOT Pond. Vegetated swales will also be utilized to divert water away from the building. D. Open Channel: The grassed channel and dry swale will double as the vegetated swale. A skimmer is already in-place in the MnDOT Pond. E. Housekeeping: All items listed on the BMP Checklist will be stored inside the Apartment complex and away from the outside elements. The apartment management will provide street and parking lot sweeping, as well as litter control. A licensed landscape firm, hired by the apartment management, will handle the phosphorous free fertilizers. Catch basins will be monitored. Planning: A majority of these have been taken into consideration. during the planning phase. 1. Permeable spillover parking is not required. 2. There are no cul-dc-sacs within the development. 3. This development is a high-density project, under the PUD. 4. The design of the parking and return road utilize as little hard surface as possible by: a. Providing underground parking as the primary parking facility and thereby reducing the hard surface arca by approximately 14,500 s.f. b. Angling the one-way parking to allow the center isle to he less in width_ c. Providing a one-way return road allows minimal width. 5. The city has requested an 8' bituminous path surrounded by green areas throughout the project. 6. The apartment have been brought closer to Hwy 12 as a request by the neighboring homeowners, however, as a secondary benefit, the drives in and out are now shorter. 7. The drives to the apartments and the office are tied and will be shared by both entities. 8. The original intent for this parcel was to provide a road within the existing north outlot designated for Right-of Way. This plan enables that to remain an existing "greenway". 9. The structure has been placed at the midpoint of the hill and the grade at the side of the building will reflect this. 10. The soils on-site are A-B soils. 11. The only compacted soils on-site will be those under the building and parking. 12. We have minimized clearing. 13. The apartment will be phase 1 and the office will be phase 2. 14. There will not be any roof storage. 15. There will not be any recycling of the storm water,unless it is done after the discharge from the MnDOT Pond. Rule B—Erosion Control: 1. Silt fence will be utilized for inlet protection during the construction process. 2. The construction schedule will be approximately as follows: a. Site will be rough graded tier the building yet this fall. b. The remainder of the site grading, utility work and parking installation will be constructed the spring of 2002. I Topsoil will be set aside and"stockpiled" during grading. Silt fence will be installed at the base of this stockpile. If the need arises for more stockpiles, silt fence will be placed around those as well. B. Rule N— Stormwater Management: 1. Permanent BMP's have been designed with the project. The storm water runoff rates have not increased, because the outlet to the MnDOT Pond will not be changed. The sale of our parcel ensured that the utilization of the MnDOT Pond would take place and the post-developed conditions of the site would be routed through the MnDOT Pond and it's outlet. Therefore the runoff rates will remain unchanged at the point of discharge. Please review our comments and revised plans before the November 8, 2001 MCWD meeting.
