Dear Mr. Frank Dunbar,
The silt fence on the northwest corner of the site was moved to the property line to
accommodate the berms that have been incorporated into the project. These berms were
added as part of our discussion with the neighbors to the north in order to help screen the
senior housing project from the adjoining property. In order for the berms to be
adequately sized to significantly impact the view, the silt fence needed to be moved to the
property line and the trees that would he impacted by the berms were removed. This
change was a field directive issued by the architect & civil engineer and is representative
of the current plans I have enclosed for your files.

I received your telephone call at my house on December 22, 2001 wherein you described
a change in the location of the silt fence from our previous understanding. The original
location of the silt fence was pursuant to the engineer's plans and had to be mortified to
accommodate the berm and additional landscaping we are installing on your behalf. A
copy of the modified plan was left with you during our meeting at your home on
December 8, 2001.
The attached letter from the contractor describes the reasoning for this change. If you
