RESOLUTION CALLING FOR PUBLIC HEARINGS
ON ORONO WOODS TAX INCREMENT FINANCING
PLAN, DEVELOPMENT PLAN, HOUSING PROGRAM
AND ISSUANCE OF MULTIFAMILY HOUSING REVENUE BONDS
BE IT RESOLVED by the City Council of the City of Orono, Minnesota, as follows:
Section 1. BACKGROUND.
1. There has been presented to this Council drafts of a Tax Increment Financing Plan and
Development Plan and a Housing Program (together the "Plans")relating to the financing of a 62-
unit multifamily housing facility for seniors (the "Project"). The Plans describe a proposal to
provide tax increment assistance pursuant to Minnesota Statutes, Sections 469.174 to 469.179,and
to issue housing revenue bonds under Minnesota Statutes, Chapter 462C.
Section 2. COUNCIL ACTION.
2. This Council shall hold public hearings on the Plans and the issuance of revenue
bonds at its regular meeting on Monday,May 14,2001 at 7:00 o'clock P.M. Notice of such hearings
shall be given as required by law.
Adopted by the City Council of the City of Orono,Minnesota at a regular meeting held this 23rd day
of April, 2001.

Item Description:Scheduling TIF Public Hearing-Resolution
The Council has given conceptual approval to the use of tax increment financing to assist a proposed
senior housing project. The use of tax increment financing requires that a tax increment financing
district and a development district be established. This requires a public hearing process. Because
of the length of the necessary hearing notice,the earliest regular council meeting at which the hearing
can be held is the meeting of May 14, 2001. A resolution scheduling the hearing is attached for
council adoption.
COUNCIL ACTION REQUESTED:
Motion to adopt the attached resolution scheduling a public hearing at 7:00 p.m. on Monday, May
14, 2001, for the purpose of establishing a development district and a tax increment district.

BE IT RESOLVED by the City Council(the"Council")for the City of Orono,Minnesota(the"City"),as
follows:
Section 1. Public Hearing. This Council shall meet on May 14, 2001, at approximately 7:00
p.m.to hold a public hearing on: (1)the proposed establishment of Development District No. 1 and the
adoption of a development program, and (2) the proposed establishment of Tax Increment Financing
Distrct No. 1-1 and the adoption of a tax increment financing plan. These actions are taken pursuant to
and in accordance with Minnesota Statutes, Sections 469.124 through 469.134 and Sections 469.174
through 469.179, inclusive,as amended, in an effort to encourage the development of certain designated
areas and the provision of housing within the City;and
Section 2. Notice of Public Hearing,Filing of Documents. City staff is authorized and directed
to work with Ehlers & Associates, Inc., to prepare the Development Program for Development Distrct
No. 1 and the Tax Increment Financing Plan for Tax Increment Financing District No. 1-1 and to provide
notifications as required by State Law. The City Administrator is authorized and directed to cause notice
of the hearing,together with an appropriate map as required by law,to be published at least once in the
official newspaper of the City not later than 10, nor more than 30, days prior to May 14 ,2001and to
place a copy of the Development Program and the Tax increment Financing Plan on file in the City
Clerk's office at City Hall and to make such copy available for inspection by the public.

Council member Flint introduced the following resolution and moved
its adoption:
RESOLUTION NO. 4 6 5
RESOLUTION APPROVING HOUSING PROGRAM AND
STATING INTENT TO ISSUE HOUSING REVENUE BONDS
BE IT RESOLVED by the City Council (the "Council") of the City of Orono,
Minnesota (the "City"), as follows:
1. On May 14, 2001 this Council held public hearings on a Program for
the Financing of a Multifamily Rental Housing Development for Seniors (the
"Housing Program") and on the issuance of up to $9 million of housing revenue
bonds (the "Housing Bonds")pursuant to Minnesota Statutes, Chapter 462C to
finance the Program. The Program provides for acquisition of land and construction
of 62 units of multifamily housing for seniors to be located at Brown Road and
Wayzata Boulevard and to be owned by Wedum Foundation or Orono Senior
Housing, LLC.
2. The Program is hereby approved.
3. The issuance of the Bonds given preliminary approval. The City
intends to issue the Bonds subject to negotiation and consideration of the terms
thereof and related documents. City staff, the City Attorney and bond counsel are
authorized to negotiate and prepare appropriate documents relating to the Bonds for
consideration by this Council.
The motion for the adoption of the foregoing resolution was seconded by
Council member White , and upon a vote being taken thereon
the following voted in favor thereof:

and the following voted against the same:
None
