A RESOLUTION ENCOURAGING WATER
CONSERVATION MEASURES
DURING THE SEVERE DROUGHT
WHEREAS,the Minnesota Department of Natural Resources(DNR)has determined that the state
is now in the drought warning phase of the State Drought plan; and
WHEREAS,the State Drought Plan and the City's Water Supply plan call for the implementation of
water restrictions during droughts;and
WHEREAS,the City Code section 14-136 governs how the city will regulate the use of water during
periods of water shortage;
NOW,THEREFORE,BE IT RESOLVED,that all Orono residents,businesses and
organizations are highly encouraged to voluntarily abide by the following restrictions:
a. Homes or businesses with even-numbered addresses should water their lawns on even-
numbered dates. Homes or businesses with odd-numbered addresses should water on odd-numbered dates.
b. Lawn watering is allowed only before 10 a.m. or after 6 p.m. on scheduled days.
c. The planting of new sod or seed during very dry times of the year is discouraged. Daily
watering of new sod and seed is recommended for the first 14 days to establish root growth. After two
weeks,normal watering should be sufficient for establishing a new lawn.
d. Sports fields,golf courses,commercial nurseries, agricultural,and horticultural businesses are
exempt from watering restrictions but are encouraged to employ water efficiently to the greatest extent
possible.
e. Voluntary restrictions shall remain in place until September 30th,2021 or removed or amended
by resolution.
