Crosby II, Victoria Seals, and Matt Johnson. Staff members present were City Administrator Dustin Rief, Public Works Director/City Engineer Adam Edwards, Finance Director Ron Olson, and City Clerk Anna Carlson. 1. 2021 CIP Discussion a. Water b. Sewer Public Works Director/City Engineer Adam Edwards presented the CIP funding tables and packet to the City Council. Edwards provided a brief overview of the projects shown on the CIP for both Water and Sewer. A scope of each project was presented to the City Council. 2. 2021 Police CIP Discussion Police Chief Correy Farniok presented the 2021 Police CIP to the City Council. Farniok noted body cameras have been becoming popular. The department would like to implement body cameras around spring 2021. He recommended that a policy and committee be put together to bring this forward. Farniok presented approximate costs to be expected to bring forward body cameras. The only controversial issue for body cameras may be the review of the footage. A committee and policy should be put in place so that issues or concerns can be addressed and combed out prior to implementation. 3. Utility Rate Study Accountant Maggie Ung gave an update of the Utility Rate Study. Ung gave the Council an Option to have a 10% increase to be followed with a 3% increase annually after that or the second option was to have a 15% increase now to be followed with a 2% increase annually after that. The Council favored the option with a 10% increase. Discussion followed and the Council noted that communications could be better about the increases that have already taken place for utilities and added that they should be improved for those that will take place in the future.
