We, as homeowners on Forest Lake Drive and Forest Arms Lane, wish to
express our ongoing concern regarding the use of 4265 Forest Lake Drive
as a duplex.
The house was improperly converted into a duplex by the previous
owners in 1986-87 (certainly without City approval ) by means of en-
closing the interior stairway and creating a new outside entrance on
the walkout level . It has been consistently used as a duplex since
that time. A second mailbox has been installed and marked as "4265 B".
There have been many different people living in both levels of the
house. We do not know if the owner is in residence, or if both levels
are rented. It is not unusual to see four to six cars parked on the
property, and the increased traffic on this dead end cul-de-sac is a
hazard to the residents.
Very recently a number of police were called to the house, further in-
creasing our concern for our quiet family neighborhood.
Since this area is zoned single family residential , we object to the
non-conforming use of this structure. We have on two occasions voiced
our concerns to the Orono police, but we are not sure that you are
aware of the situation. We urgently ask that you look into the matter
and bring th� house into conformance with current zoning laws.

Re: Illegal Duplex - 4265 Forest Lake Drive
Dear Mr. Hirt:
It has come to the attention of this department that you
have converted the above mentioned property into a duplex. This
letter is to inform you that this property is located in a single
family zoning district and it is illegal to use the house as a
duplex. Therefore the City must require you to discontinue this
illegal use and arrange an inspection so that staff can determine
what corrections will be required to bring the house into
conformance.
Please contact me before May 21, 1990 , if this deadline is
not met the City may issue citations. If you have any questions,
feel free to contact me.

Dear Lyle:
This regarding a report you forwarded to us regarding
Brian Hirt illegally converting a single family residence into a
duplex. The citation ( 390-0467055 ) issued on June 13 , 1990,
became delinquent and was forwarded to our office by the
Ridgedale Court . We sent Mr . Hirt a letter informing him that
the ticket issued to him had become delinquent and that if he did
not respond, we would be pursuing formal charges against him.
The letter we sent to Mr . Hirt was returned to our office
by the Post Office, marked "moved, left no address, unable to
forward, return to sender . " Due to the fact that we do not know
the whereabouts of Mr . Hirt, we are not going to pursue this
matter at this time. However, this file will be kept open. If
you have any questions please contact me.

Dear Mr. Wehler:
The City is in receipt of a real estate listing that
advertises the above referenced property as having a lower level
rental unit. Please be advised that this use has never been
approved by the City of Orono. The property is currently in
violation of Section 10.24, Subdivision 2 of the Municipal Zoning
Code (see enclosure).
A duplex use has never been permitted for this property nor
would this property qualify for a duplex credit under the current
code.
It should also be noted for the record that a conditional
use permit for a non-rental/mother-in-law apartment has never
been issued to this property.
You are advised to contact the Building Department so that
they may perform the necessary inspection to determine the
required renovations that would bring the residence into
conformance with the standards for a single family residence.
Please contact my office if you have any questions
concerning the zoning violations noted above.
