Staff conducted a preliminary review based on the information provided and recommends the following items be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. A survey was submitted dated 4-10-18. Please provide two copies of an updated, full- size certificate of survey which meets all of the City's survey standards (enclosed) addressing the following: a. Top of Foundation. There is a top of poured wall elevation called out, but it doesn't match any of the proposed elevations shown on the perimeter of the foundation. Please have the surveyor call out and show the point or spot on the perimeter of the foundation where the top of foundation elevation is in reference to. Please note, we expect the location to be consistent when submitting the foundation as-built. b. Have the surveyor show the average lakeshore setback line and 75' setback line. Please note, if the stone steps are within the 75'setback they will need to be removed. c. The grading plan should be revised or a separate plan submitted to indicate the perimeter erosion control measures(silt fence, biologs, etc.) down gradient from proposed work. 2. Building Plans. The building plans show an accessory structure (pergola) on the south side of the house. The pergola is an accessory structure and must be setback 10'from the property line. We will redline the pergola on the building plans as not approved/permitted. 3. Landscape Plan. a. Prior to the issuance of the building permit a landscape plan must be submitted showing all the proposed exterior/landscaping improvements, i.e. patios,grading,sidewalks, retaining walls,etc. The plan should include the name of the individual performing the work. Any proposed patios, grading, sidewalks, retaining walls shown on the landscape plan should also be reflected on the survey. b. There is a patio shown on the south side of the house. Will there be any path or walkway in conjunction with the patio? Please provide clarification. 4. Minnehaha Creek Watershed District (MCWD). Your project may trigger the Minnehaha Creek Watershed District's (MCWDs) permitting requirements; please contact the MCWD directly at 952-471-0590 regarding your project. Please note,the City of Orono will not issue a building permit without a copy of the MCWD permit or documentation stating the proposed project does not trigger any of their permitting requirements. The new driveway requires paving from the roadway for a minimum of 30 feet in order to reduce driveway run-off from depositing soil and debris onto the roadway. Orono City Code Section 18-136(f). b. Damage to the service line will be the responsibility of the builder to repair prior to approval of the utility permit and issuance of the certificate of occupancy. c. A separate utility permit will be required for sewer and water disconnection and connections. d. Special care will need to be exercised in creating the drainage pattern on the sides of the property to ensure that runoff is not directed onto the neighboring properties. The Grading Plan should be revised or a separate plan submitted to indicate perimeter erosion control measures (silt fence, bio logs, etc.) down gradient from proposed work. Measures must be installed by the contractor and inspected by the City prior to any work.Contractor must provide a minimum 24 hour notice prior to inspection. 2. The new driveway requires paving from roadway for a minimum of 30 ft. in order to reduce driveway drive way runoff depositing soil and debris upon the roadway. Orono municipal code Sec 18-136(f). 3. The water service connection must be protected from construction traffic during construction. 4. A separate utility permit will be required for the sewer and water disconnections and connections. 5. Special care will need to be exercised in creating the drainage pattern on the sides of the property to ensure that run off is not directed onto the neighboring properties.
