SUBJECT: Properties Located a 380 Shadywood Road, 3340 Shoreline Drive,

John O'Sullivan and Ery Smith, the owners of O'Sullivan's, have purchased the former Martin's
Service Station property and have a contingency offer on the former Grace Baptist Church site.
They met with staff to discuss a proposed rezoning of the church property to B-4, Office and
Professional Office District, to allow an office building (20,000 to 30,000 s.f.) that they
suggested would house a bank and other professional office uses. On the existing B-1 site
(former Martin's Service Station), they propose a restaurant use. As in the past, staff would
have applicants first present a conceptual/sketch plan review before the Planning Commission,
before a formal application is filed.
This process was questioned by Council during the early review/conceptual stages of the shelter
application. Staff asks that you review this proposal with Council to determine how they wish
applicants to proceed with the review. Should applicants make a conceptual presentation before
the Council for Council's possible referral to the Planning Commission for consideration or
should applicants proceed with the conceptual/sketch plan review before the Planning
Commission?
