I believe, according to Hennepin County, the property currently addressed 4199 North Shore Drive consists of three separate pieces/PIDs. If the property owner wishes to utilize all 3 pieces of the property for the new home and/or construct accessory structures/buildings on the two smaller pieces, the City will require that you officially combine all 3 pieces with Hennepin County. In which case, the City can request this combination from the County at no charge on the property owners' behalf as long as a written request to do so is submitted by the property owners and a copy of the deed(s) for the properties is provided. There may be zoning implications in doing so, however as I explained above, if the Beckers wish to utilize the two smaller pieces for construction and/or wish to benefit from the total square footage for our hardcover and structural coverage limitations the properties must be combined. I prior to the issuance of a building permit I believe the City is expecting the property owner to file a new deed reflecting all three pieces of property as one. If this is the case, you can most definitely construct a detached garage in the circle area of my attachment. Lakeshore lots are permitted to have garages between the house and the road. See below. Except as may be specifically provided, no detached garage or other accessory building shall be located nearer to the front or street lot line than the principal building on that lot. Detached garages or other accessory buildings on lots which have frontage on a lake may be located between the rear yards of such lots and the principal building only if setback requirements of section 78-305(b), section 78-330(b) and section 78-350(b) are met. Detached garages on lots that have frontage on a lake may be located ten feet from the street or rear lot line when doors face away from the street and an adequate vehicle turnaround is provided on the site.
