Subject: Hazardous Building - 3320 Navarre lane Orono MN
On March 13, 2013 the city public works department was investigating unusual water usage and
found the house at 3320 Navarre Lane that has been abandon. Water pipes had frozen and
burst causing several feet of water to accumulate in the basement. The water was shut off and
due to the condition of the building the building department was contacted. The building
department conducted an inspection of the building and found it to be uninhabitable.
The inspection revealed the following:
-the ceiling is caved in in several locations due to water damage from a leaking roof
-there are holes in the sheet rock on the walls in several locations due to water damage
-water piping has been frozen and has burst is several locations
-the electrical system has loose wires hanging out side of boxes in several locations
-the electrical service panel is exposed and contains illegal connections
-the heating system in non functional
-the plumbing fixtures are unsanitary and unusable
-the entry stoop is crumbling and unsafe to use
-the basement stairs are dilapidated and are in danger of collapse
-the house is full of junk and rotting garbage
-the house is full of mold and mildew
-the basement has 2 to 3 feet of water
The city would like to take to declare it a hazardous building per state statutes and take
immediate action to have the house repaired or demolished and hauled away. If demolished
the foundation needs to be removed and clean fill placed in the excavated areas. Any areas of
the yard that were excavated or disturbed should have the lawn re-established to prevent
erosion and growth of noxious weeds.
