March 20, 2013 <br /> To: Soren Mattick, Orono City Attorney <br /> From: Lyle Oman, Orono Building Official <br /> Subject: Hazardous Building - 3320 Navarre lane Orono MN <br /> On March 13, 2013 the city public works department was investigating unusual water usage and <br /> found the house at 3320 Navarre Lane that has been abandon. Water pipes had frozen and <br /> burst causing several feet of water to accumulate in the basement. The water was shut off and <br /> due to the condition of the building the building department was contacted. The building <br /> department conducted an inspection of the building and found it to be uninhabitable. <br /> The inspection revealed the following: <br /> -the ceiling is caved in in several locations due to water damage from a leaking roof <br /> -there are holes in the sheet rock on the walls in several locations due to water damage <br /> -water piping has been frozen and has burst is several locations <br /> -the electrical system has loose wires hanging out side of boxes in several locations <br /> -the electrical service panel is exposed and contains illegal connections <br /> -the heating system in non functional <br /> -the plumbing fixtures are unsanitary and unusable <br /> -the entry stoop is crumbling and unsafe to use <br /> -the basement stairs are dilapidated and are in danger of collapse <br /> -the house is full of junk and rotting garbage <br /> -the house is full of mold and mildew <br /> -the basement has 2 to 3 feet of water <br /> The city would like to take to declare it a hazardous building per state statutes and take <br /> immediate action to have the house repaired or demolished and hauled away. If demolished <br /> the foundation needs to be removed and clean fill placed in the excavated areas. Any areas of <br /> the yard that were excavated or disturbed should have the lawn re-established to prevent <br /> erosion and growth of noxious weeds. <br /> Thank you for your attention to this matter. <br /> Sincerely, <br /> Lyle Oman, Orono Building Official <br />
