HomeMy WebLinkAbout09-23-2008 Council Work Session Packet MINUTES FROM COUNCIL WORK SESSION SEPTEMBER 23, 2008 ROLL Members present: Mayar Jim White; Council Members Cynthia Bremer, Lili McMillan and Jim Murphy Members absent: Council Member Dave Rahn Representing staff: Finance Director Ron Olson,Assistant City Administrator for Long-Term Strategy Mike Gaffron, Public Works Supervisors Don DeBaere and Scott Oberaigner and City Clerk Lin Vee Stonebay Infrastructure Completion: Accept Quote on Boulevard Tree Replacement Council discussed the following quotes that were received for replacement of dead boulevard trees along Kelley Parkway and Willow Drive, plus 3 miscellaneous trees in the commons areas. Contractor Total Quote Maplecrest $25,187.00 Peter poran Lawn & Landscaping $14,291.00 Norling's Lake Minnetonka Landscapes $15,167.21 Although the lowest quote was received from Peter poran Lawn& Landscaping, Council agreed to accept the quote from Norling's Lake Minnetonka Landscapes. The City has previous experience working with Norling's but not with Doran. Based on the past experience and performance of Norling's with other city projects, Council has confidence that Norling's is a qualified bidder who will be able to complete the work at an acceptable price. McMillan moved, Bremer seconded, to accept the quote of Norling's Lake Minnetonka Landscapes, Inc. in the amount of$15,167.21 for tree replacement work at Stonebay, to be funded from the Stonebay Letter of Credit proceeds, and authorize the work to be commenced. Vote: 4 ayes, 0 nays. Steve Bohl— Glendale Cove—Request for Pedestrian Crosswalk Striping Council discussed and approved the request from Steve Bohl to stripe a crosswalk on Willow Drive from Glendale Cove Lane to Elm Lane. Don DeBaere will work with Steve Bohl to define the best location for the crosswalk. REQUEST FOR COUNCIL ACTION Date: September 23, 2008 Item No.: Department Approval: Administrator Approval: Agenda Section: Name: Michael P.Gaffron City Engineer Title: Asst. City Admin./Long Term Strategy Item Description: Stonebay Infrastructure Completion: Accept Quote on Boulevard Tree Replacement This is the second request for acceptance of quotes for completion of Stonebay infrastructure pursuant to the City's procurement of the Letter of Credit funds. Staff is recommending acceptance of quotes for replacement of dead boulevard trees along Kelley Parkway (20 trees) and Willow Drive (12 trees), plus 3 miscellaneous trees within the commons areas of the development. Quotes have been submitted for labor and materials by three landscape contractors. In order to assure the quotes could be reviewed fairly, we used the tree counts from Maplecrest's quote (Maplecrest has done much of the landscape and tree planting in Stonebay to date) to obtain quotes from Peter poran Lawn & Landscaping (who currently has Zachman's landscaping maintenance contract) and Norling's Lake Minnetonka Landscapes (Norling has performed landscape work for the City on numerous past occasions). The quotes compare as follows: `, , \Y Ma lep crest Doran Norlin Kelley Parkway 11 ea. Lindens (2.5") 9 ea. Maples (2.5") $13,978.00 $ 8,415.00 $ 8,521.77 Willow Drive 7 ea. Maples (2.5") 3 ea. Lindens (2.5") 1 ea. Aspen (2.5") 2» 1 ea. Spruce (8') 6>_ $ 8,504.00 $ 4,511.00 $ 5,142.21 Misc. Trees 1 ea. 3.5" Maple (spaded) $ 1,300.00 $ 600.00 $ 649.00 1 ea. 2.5" Maple $ 741.00 $ 382.50 $ 437.38 1 ea. 2.5" Linden $ 664.00 $ 382.50 $ 416.85 $ 25,187.00 $ 14,291.00 $ 15,167.21 Stonebay Tree Replacement Sept. 23, 2008 Page 2 These quotes do not include watering of trees along Willow Drive, which are not covered by the irrigation system. Maplecrest quoted an additional $850 for watering; it is unclear what time period this would cover. It is possible to have Public Works water these trees as necessary. Staff Recommendation The City Engineer had provided an estimate of $20,000 for tree replacement far Kelley Parkway and Wiliow Drive. The Maplecrest quote is substantially higher than those of Doran and Norling, which are relatively similar. There are a few minor adjustments on Norling's quote (2" aspen vs 2.5", 6'-7' spruce vs 8') that appear to reflect availability. The City has a good working relationship with Norling. We haven't worked at all with Doran. Staff recommends acceptance of the quote and authorization for Norling's Lake Minnetonka Landscape's, Inc. to proceed with the tree replacement work. COUNCIL ACTION REQUESTED Motion to accept the quote of Norling's Lake Minnetonka Landscape's, Inc. in the amount of $15,167.21 for tree replacement work at Stonebay, to be funded from the Stonebay LOC proceeds, and authorize the work to be commenced. - _ MEMORANDUM To: Mayor and City Council From: Mike Gaffron, Asst. City Admin. - Long Term Strategy Date: September 23, 2008 Subject: Steve Bohl - Glendale Cove - Request for Pedestrian Crosswalk Striping Steve Bohl has requested that the City stripe a crosswalk on Willow Drive from Glendale Cove Lane to Elm lane. He note that that he has seen kids using the trail along the church parking lot and his road to access Hackberry Park. At this point there is no trail along either side of Willow Drive, hence this crossing would merely serve to warn traffic of pedestrians crossing from Glendale Cove Lane to Hackberry Park. This crosswalk striping was contemplated in the Developers Agreement (see attached) but the City agreed to do it"at the discretion of the City Council". See also the map attached. Please advise whether you wish to have the City proceed with striping of this crosswalk. , . JL?, ll , .C, ! 16- I , '^' 1,1 -h' jli I i I _ L11VIJ ^, 7! r 1'?
