RE: City Work Hours
Staff received a request to review city work hours by Council Member Johnson.
Background: The City currently maintains the following hours
City Hall: 8:00 AM to 4:30 PM, Monday thru Friday
City Hall Summer: 7:30 AM to 5:00 PM, Monday thru Thursday and 7:30 AM to 11:30 AM Friday. This
schedule runs from the Monday before Memorial Day to the Friday before Labor Day
Public Works: 7:00 AM to 3:30 PM Monday thru Friday year around
Police Administration: 8:00 AM to 4:30 PM Monday thru Friday
Police Summer Hours: 7:30 AM to 5:00 PM, Monday thru Thursday and 8:00AM to 4:30 PM on Friday
The City has four unions that represent employees that report during these hours. Currently, the Local 49
(Public Works) agreement has their hours written into the agreement as stated above. All other unions do
not address regular work hours relative to this discussion.
The City has maintained a summer hour schedule in City hall and was established around 20 years ago

Deephaven: City Hall 8:00 AM to 4:30 PM Monday thru Friday
City Hall Summer Hours Monday thru Thursday 7:00 AM to 5:00 PM and
Friday 8:00 am to 12:00 PM
Public Works 7:30 to 3:30 PM year round
Excelsior: City Hall 7:30am to 5:30 PM Monday thru Thursday year around
Public Works: 6:00 AM to 2:00 PM
Public Works Winter Hours 7:00 AM to 3:00 PM
Maple Plain: Window hours 9:00 AM to 1:00 PM Staff works 8:00 AM to 5:00 PM with 1 hour lunch
Minnetonka: City Hall 8:00 AM to 4:30 PM year round
Public Works Winter Hours 7:00 AM to 3:30 PM
Public Works Summer Hours 6:30 AM to 2:30 PM Mid-April to October
Minnetrista: City Hall 8:00 AM to 4:30 PM year round
Public Works 7:00 to 3:30 PM year round
Mound: All Staff: Seasonal Hours (May-Oct) M-Th 7:30-5:00 and F 7:30-11:30
Regular Hours (Nov-Apr) M-F 8:00-4:30

City Hall Summer Hours 8:00 AM to 4:30 PM Monday thru Thursday 8:00 AM to 12:00
PM on Friday, Staff is authorize to flex work the additional 4 hours to maintain 40 hours,
Department heads rotate coverage on Fridays from 12:00 PM to 4:30 PM to cover
emergencies and answer phones.
Wayzata: City Hall 7:00 AM to 4:30 PM Monday thru Thursday and Friday 7:00 AM to 11:00 AM
Year round
Public Works 7:00 to 3:30 PM year round
In Summary, 8:00 AM to 4:30 PM is observed at some point during the year for 9 of the 11 cities
for City Hall hours. Excelsior and Wayzata have different scheduling for Friday’s year around, Excelsior
is not open on Fridays and Wayzata maintains our summer hours schedule year around. Alternatively 5 of
the 11 cities switch their hours for summer and the remaining 4 cities maintain a standard 8 hour workday
5 days a week with either 30 minute or 1 hour unpaid lunch breaks.
Public Works departments predominantly maintain a 7:00 am to 3:30 PM work schedule year
round. 3 Cities switch to summer hours for public works and Hennepin County maintains 10 hour work
days for road crews in the summer. The remainder hold alternative 8 hour schedules.
