Box 66 Crystal Bay, MN 55323 ATTENTION: Mike Gaffron SUBJECT: Lots 17-18-19, Block 4, Casco Heights Property ID Numbers 20-117-23 23 0009, 0010, 0011 Dear Mike: As you are aware, I currently reside at 2755 Casco Point Road and have been here for approximately six years. We purchased this property and tore down an old house and erected a new one. This property sits across the street (Casco Point Road) from the above-mentioned lots. Over the last six years, I have noticed that the above mentioned city properties have been used for various needs. I continually see people using this area as a turn-around, a public parking lot, an area to throw trash, and an area for young teenagers to congregate in their cars. Many times I have heard cars screeching out of this so-called parking area at various times of the day. In addition to the above forementioned, the City has not put forth much effort in maintaining this property. It is currently pretty much an eyesore to the residents in this area, especially to my property which sits directly across to the west. I would like to propose an offer to the City of Orono to purchase this property. My plans for the purchase would be to upgrade the property, including clean-up and general landscaping. I would then also erect additional garage space to this property which would complement my property at 2755 Casco Point Road. Our current residence allows us very minimal space for vehicle turnaround and vehicle storage. Rather than store boats, trailers, carS. etc. , outside, I would like to use this area as an inside storage. The pr3cor-ed garage would be made of similar type material, siding and exterior look as our current house. The reason for my proposal would be to eliminate the City's liability of this property, to eliminate an eyesore for the residents around it, and to clean up the unnecessary vehicle storage and inappropriate use for this property. I would be open to adding these parcels to my current property tax statement, which would allow additional funds to be taxed by the City. This would create additional property tax cash flow to the City. * BCSI * Page Two City of Orono February 2, 1995 I am open to any thoughts that you may have with regard to this matter. Please contact me at your earliest convenience to discuss the above. Yours very truly, Dave Breitner
