The reporting party William Wingerd stated the neighbor Frederick Puzak was attempting to block the driveway with a boat lift. Wingerd stated this is an ongoing issue. I arrived on scene and spoke with Wingerd. The boat lift was on a boat trailer that was attached to a properly licensed vehicle. The vehicle and trailer were parked inside the area where the fence had been built. I took photographs of vehicle and trailer. There was no safety issue with access to the Wingerd's residence if an ambulance would need to respond. The report and photograph can to be forwarded to the city. The guy crossed the painted border by a couple feet lakeside and cut down some brush lakeside. The brush looked to me to be mostly weeds but Wingerd told me they had, "Aesthetic"value. The call originally was dispatched to me as trees being mowed down but the RP denied she told the dispatcher trees were involved. Puzak admitted his lawn man crossed the border by a couple feet and said he would tell him not to do so in the future. Harold Wingerd reported that Puzak had put up a fence and parked a vehicle by the fence. Wingerd called back shortly thereafter and stated Police did not need to respond. About ten minutes later I received another call from William Wingerd who is Harold's son. He asked police to respond. In speaking with William,he wanted the vehicle moved and the gate taken down though he agreed it was on Puzak's property. William stated the problem is ongoing and his parents ran out of money to fight Puzak in court. William also stated he feels the vehicle and fence present a safety hazard. Neither the vehicle nor trailer,were blocking access to the Puzak or Wingerd property. I advised Wingerd I would speak with Puzak about the problem. The vehicle was a Chevy S-10 with 2011 registration. I met Puzak at his residence. I advised him the vehicle must be parked inside a building as it has expired registration and Orono city ordinance 58-3 prohibits unregistered vehicles to be parked on private property unless they are parked inside a legally constructed building and it may be towed if not removed. Puzak said he believes he can wait until he gets a letter from the city advising him that he has to move the vehicle and then he has two weeks to move it. I asked him to move it and he stated he will.
