POTENTIAL WETLAND AREAS Based on a review of off-site data (National Wetland Inventory (NWI) map and the Hennepin County Soil Survey) there appears to be 2 potential wetland areas located within the property boundaries of the subject parcel. According to the Hennepin County Soil Survey hydric soil§have also been mapped on the site. There are three necessary criteria for a jurisdictional wetland: hydric soil,hydrophytic vegetation and the presence of water (hydrology). A fourth criterion for jurisdictional determination is that of normal conditions,. SER reviews past precipitation data and local site conditions to determine the existence of normal conditions. SER boundaries are established with normal conditions as a pre-requisite. WETLAND DETERMINATION SCOPE OF SERVICES Wetland Determination SER will review the above referenced site for the presence of areas meeting wetland criteria. This will include reviewing relevant available maps of the site (NWI maps, Hennepin County Sail-Survey, etc.), a site visit to determine the extent of the wetlands present and documentation of our findings Review Off Site Data Prior to the initial site visit, SER personnel will review the Hennepin county soil survey, NWI maps, the most recent aerial photographs, and,the DNR Protected Waters maps in order it determine the location of any wetland areas on the property and to get familiarized with the location of the property. Field visit For the wetland determination all potential jurisdictional wetlands will be,reviewed by SER ecologists. An approximate wetland edge will be determined based on review of off site data, current vegetation, land contours and limited selectively placed soil samples(ground conditions permitting). Site-specific graphics will be included as appropriate. This report is not designed for use as a wetland delineation report. SCHEDULE We can schedule the fieldwork to begin after we receive a signed Authorization to Proceed form. If the terms and conditions of this Scope of Services and Cost Proposal are satisfactory, please sign and return the attached Authorization to Proceed form for our files. Please call our office if you have any questions. The wetland determination report, which presents the site visit findings, will be submitted approximately 30 days after the site visit. Please contact SER if there are time restrictions that will require,expediting these,tasks in a timelier manner. Otherwise SER is prepared to schedule the work and proceed with the proposed timeline upon receipt of the attached Authorization to Proceed form(s). PROJECTED COSTS The following provides the total project cost for a wetland determination and GPS services including the site visit and a technical report. Wetland Determination Total project costs are estimate 'to cost $400. The following items are included in this cost estimate as stated in the previous paragraphs:review initial site data;review wetland boundary based on initial data;complete wetland determination report and 2 hours of project communication. Time will be billed hourly; therefore, you will be billed only for the amount of time spent to complete your project. Your signature"on-the Authorization to Proceed form attached to this proposal will allow us to schedule your project quickly. If you have any additional questions please feel free to contact me at(952)471-.1100. A detailed breakdown of the costs associated with each service package is available upon request. The following items that are not included in the scope-of this proposal will be billed hourly at our current billing rates upon client approval. These items include,but are not limited to: larger than expected or additional.wetland basins not appearing in the initial data, additional site visits requested by the client or any governing authority(ies), meeting attendance as requested,by the client,any,changes needed to the wetland boundary after it has been initially staked, any changes or additions to the report after it has been completed, any.project communication exceeding the initial two hours allotted, and producing or distributing additional reports after they have been submitted.A separate cost proposal will be submitted upon request. WETLAND DELINEATION SCOPE OF SERVICES Wetland Classification,Identification,Delineation and Staking Services SER will review the site for the presence of areas meeting wetland criteria. SER's Wetland Delineations involve the review,of available off-site data,"completion of a field visit that involves the staking of jurisdictional wetlands followed by a detailed wetland delineation report. SER has developed a reputation for the'accuracy of our wetland delineations that maximize the amount of highly valuable buildable upland. Review,Off Site Data Prior to the initial site visit, SER personnel will review the Hennepin county soil,survey; NWI maps,the most recent aerial photographs, and the DNR Protected Waters maps in order it determine the location of any wetland areas on the property and to get familiarized with the,location of the property. y Field visit and staking of wetland boundary(ies) .For the wetland delineation, all jurisdictional wetland boundary(ies) will be, staked by SER personnel with expertise in identifying hydric-soils and hydrophytic plant species, SER will stake the wetland boundary(ies)as conservatively as possible through our detailed approach in collecting field data The wetland boundary(ies) will be staked to maximize the extent of the non jurisdictional wetland to conserve buildable upland. The wetland boundary(ies) will be marked with either sequentially numbered pin flags or 4-foot wooden lath and blaze orange flagging marked "Wetland Boundary" for ease of location by land surveyors. An appropriate number of soil sample locations•will be taken to characterize difficult areas. The client will be informed of"any low areas, disturbed areas, or agriculture fields only meeting two of the three wetland.criteria and will be staked-at the discretion of the SER personnel.Wetland boundary(ies) will be staked to the property line if the wetland extends beyond the limits of the property. We recommend that the wetland boundary(ies),be surveyed once the staking has been completed. ONCE THE WETLAND`STARING HAS BEEN COMPLETED ALL WETLAND BOUNDARY(IES) ARE -CONSIDERED TEMPORARY AND APPROXIMATE UNTIL THEY HAVE BEEN APPROVED BY THE LOCAL GOVERNMENTAL UNIT (LGU) AND SURVEYED. All wetland delineation activities and documentation will adhere to the USACOE 1987 Wetland Delineation Manual and MnWCA rules. Wetland Delineation Report The findings of the wetland delineation will be provided in a detailed delineation report that will discuss site description, method of boundary determination, detailed description of observed soils, vegetation and wetland hydrology, figures and wetland data sheets, field procedures, wetland type(s) observed, comparisons, with- wetlands illustrated on NWI maps,-arid the,appropriate figurds. This report will adhere to suggested guidelines for delineation reports as recommended by the USACOE and the Minnesota Board of Water and Soil Resources.' The accuracy of SER's delineations is and has been consistently upheld by numerous technical reviewers representing a variety of'local, state and federal agencies. All delineations require documentation in the form of a report. SER will not stake wetland boundaries without producing a report. Upon completion of the delineation report, it must.be sent to the appropriate regulatory staff in order to have the ' wetland delineation reviewed. SER will not send reports out without either the written permission (as stated on the authorization to proceed) or direct verbal authorization. Therefore, in order to receive a project approval the report must be sent to the appropriate regulatory agency staff for'their review. In order to protect the client's interest, SER will not submit a report to the LGU until written or direct verbal authorization is received.. Any invoice not paid within ninety(90) days after the due date will bear interest at the rate of 1% per month. In the event that legal action is required to collect our fees and costs for services provided,interest, costs and reasonable attorney's fees of any such action shall be added to the amount owing to.SER. The undersigned agrees to pay and reimburse SER for all costs and expenses (including reasonable attorney's fees and legal expenses)incurred by.SER in connection with the protection,defense and/or enforcement of this contractual obligation in any litigation,'bankruptcy'or insolvency proceedings. SER also reserves the right to place a lien on the property in the event that SER has not received payment within ninety (90) days of completion.
