CITY of ORON( t .: a t •• Post Office Box a$.Cry.ai Bay,Minnesota 5 323•Monidal Offica _ On the North Shore of Lake Minnetonka December 26, 1990 John Prudden 315 Woodhill Road Wayzata, MN 55391 Re: Non-Conforming/Failing Septic Systems Dear Mr. Prudden: During the process of siting a well for the Meile residence under construction at 1260 Woodhill Avenue, it was discovered that the outlet pipe from your westerly septic system extends into the Meile property. Because the City had no record of the location of drainfield serving •o'er septic system , Meile ' s builder , B•uce Bren , excavated along the lot line to verify that your system was not encroaching across the line, to assist in determining a suitable well location. Upon excavation, he discovered a clay tile which was verified to be the outlet from your septic tank. B`cause you, septic tank is approximately 40' from the lot line, and because there is no evidence of drainfield within either property, it is likely that this tile extends to and discharges into the wetland further west. Bren reconnected the pipe so that your system would remain "functional". However, because it has been verified that this system does not meet minimum code requirements, it will have to be have to be replaced. Because the Meile's well is of necessity being located near a ravine leading from the north end of your property, the City also inspected your other septic systems to verify that a similar straight pipe situation did not exist in that location on the Meile property. While that inspection revealed that it would be highly unlikely for a straight pipe frcm your caretaker house to extend westward, we did find that the second septic system from your main house is discharging to the surface near the garden east of the caretaker house. John Prudden, 315 Woodhill Road December 26, 1990 Page 2 of 2 We found no clear evidence that the caretaker house system was failing, however there was evidence of water flowing from a tile at the base of the hill just north of the caretaker house, and it is possible there is a connection to your caretaker house septic system. This has not been verified and is not in question at this time, but may become an issue in the future. Since both of your main house septic systems appear to need repair or replacement, it may be prudent to reroute those two systems into one new system capable of handling the flow from the entire house. I am enclosing a worksheet which describes the process for completing repairs. Your first step will be to hire a site evaluator to complete soil testing and design a system. You may wish to have your plumber involved in the process at an early stage to assist in determining feasibility of connecting the two systems. The City normally allows 90 days from the date of notification for ^ompletion of septic repairs. However, because this type of work cannot be done in the winter , we will allow until July 1, 1991 for repairs to be completed. I would be happy to meet with you to discuss any of the above information. I will be on vacation until January 4th, so we could meet any time during the second week of January if you wish.
