Hi all—
The FEMA maps are treating French Lake as part of the Lake Minnetonka floodplain. I know the MCWD uses the 931.5
BFE plus 2 feet of freeboard,or 933.5 (NGVD29), for the lowest opening. The city's ordinance (in Sec. 78-1111, (19))
requires the lowest floor to be at 932.5 (NGVD29).
Fyi—part of the supporting information to verify this is that on preliminary new panel 304—see at
ftp://ftp.dnr.state.mn.us/pub/waters/floodplain/County data/Hennepin/27053 DFIRM preliminary/FIRMS/Hennepin%
20Non%2ORevised%2OMaps/27053CO304F.Pdf-it shows Ponds A, B, C& D on the east side of French Lake. Those
ponds are shown as detailed study areas in the preliminary new maps. Ponds A& B have the same BFE as Lake
Minnetonka, Pond C has a BFE 0.1 foot higher than Lake Minnetonka, and Pond D has a BFE 0.3 feet higher than Lake
Minnetonka.
And, I looked at the FEMA Letter of Map Amendments on the rest of French Lake, and one of the other recent ones did
show the BFE they were using, so I'm attaching that fyi.

We just.double checked and found the H&H study at 931.5'for the 100 year flood elevation. Unless shown other
information,this would be what the District would regulate to and the new proposed structure would have to be 2 feet
about the 100 year flood elevation for any new openings.

Below is.an email from me to you from last November regarding 825 Willow Drive South in Orono. I need some
clarification regarding the 100-year floodplain for this property. The City's Surface Water Management Plan (SWMP)
indicates a 932.2'elevation for this property.
Should I use, for regulatory purposes:
1. Use the elevation in the attached elevation certificate (box B9) which reflects a base flood elevation of 930.9'?
2. Use the Minnehaha Creek Watershed District's H &H study which reflects a 100-year FP elevation as 931.5'
consistent with Lake Minnetonka;
3. Or should the City fall back on our own SWMP information that the 100-year elevation is 932.2'.
Is there a LOM-A for this address? I could not locate one. What, on that elevation certificate form, does"base flood"
mean? Is that consistent with 100 year?
I would like to give this property owner some direction as they have been in limbo for some time.

I have spoken to each of you separately about this address. I would like to know if a meeting the week of December 91h
at the Orono City Hall will fit into your schedules. The purpose for the meeting is to make a determination for the
property owner, John Brunello, as to the elevation of the 100-year floodplain on his property addressed 825 Willow Drive
South in Orono to be used for regulatory purposes. Mr. Brunello would like to construct a new single family home on the
property.
I can start by suggesting we meet in the afternoon on any day (Monday through Friday) the week of December 9 through
13th; please let me know your preference.
Without confirmation that FEMA is going to adopt the Minnehaha Creek Watershed Districts H & H study which reflects a
100-year FP elevation as 931.5'consistent with Lake Minnetonka the City will fall back on our own Surface Water
Management Plan (SWMP) information that the 100-year elevation is 932.2'. This is problematic for Mr. Brunello and
results in regulatory inconsistencies regarding lowest floor& lowest opening etc...
I've attached the information I have regarding the 100-year elevation and hope that we can come to a conclusion for the

This document provides the Federal Emergency Management Agency's determination regarding a request for a Letter of Map Amendment for
the property described above. Using the information submitted and the effective National Flood Insurance Program (NFIP) map, we have
determined that the structure(s) on the property(ies) is/are not located in the SFHA, an area inundated by the flood having a 1-percent chance of
being equaled or exceeded in any given year (base flood). This document amends the effective NFIP map to remove the subject property from
the SFHA located on the effective NFIP map; therefore, the Federal mandatory flood insurance requirement does not apply. However, the
lender has the option to continue the flood insurance requirement to protect its financial risk on the loan. A Preferred Risk Policy (PRP) is
available for buildings located outside the SFHA. Information about the PRP and how one can apply is enclosed.
This determination is based on the flood data presently available. The enclosed documents provide additional information regarding this

The National Flood Insurance Program map affecting this property depicts a Special Flood Hazard Area that was
determined using the best flood hazard data available to FEMA, but without performing a detailed engineering
analysis. The flood elevation used to make this determination is based on approximate methods and has not
been formalized through the standard process for establishing base flood elevations published in the Flood
Insurance Study. This flood elevation is subject to change.

This determination is based on the flood data presently available. However, the Federal Emergency
Management Agency is currently revising the National Flood Insurance Program (NFIP) map for the community.
New flood data could be generated that may affect this property. When the new NFIP map is issued it will
supersede this determination. The Federal requirement for the purchase of flood insurance will then be based on
the newly revised NFIP map.
