This permit will not be issued until the improvements are installed and approved. On March 8, 2018 the City received a building permit application for a new single family home. Staff conducted a preliminary review based on the information provided and recommends the following items be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. That and exposing the 8" gate valve at the intersection of Goldenrod Way and Sandhi!! Drive should prove helpful. Adam Edwards, Scott Oberaigner, DJ Goman and myself met on site this morning for a walkthrough of the project. As you are well aware,Winter is on its way and we wanted to give you time to respond and take care of things before snow flies. Due to the dirt on the street throughout the project and the fact that the Wimcos are in place in all catch basins,we elected to not inspect the structures until next year after things thaw,the structures are sealed for now and we did not wish to disturb things, possibly getting more sediments and material into both the storm sewer and the sanitary sewer. The following are items that need to be addressed or at the very least, discussions had,to expedite things and provide some answers. 2 1. The erosion control measures need to be upgraded where failing or at the very least maintained,this is particularly important for all perimeter erosion control measures as well as the erosion control measures around the wetlands. The developer is responsible for the builders maintenance of erosion control measures on specific lots as well as the overall site. 2. There is an awful lot of exposed soils throughout the site, lots where there is not currently active house construction need to be stabilized, seeded with a dormant seed mix and mulched/hydro-mulched as soon as possible. 3. The grading around the Overflow Control Structure and the EOF at Pond 1, Block 4 has not been completed. I had been told earlier in the construction season that work would be completed, it should be prior to the onset of Winter 4. The temporary turn-arounds located at the end of Wood Duck Trail and the end of Goldenrod Way are not in place. These need to be put in place to facilitate emergency vehicle access on the site. Blocks 1 and 2 of Block 4 should not be built on at this time until this issue is resolved. There are already pedestals and other items for small utilities on the sites. 5. The streets need swept and maintained on a regular basis while construction is in progress. 6. The gate valve for the 8" watermain extension on Goldenrod Way from Sandhill Drive back to Old Crystal Bay Road has been paved over. This valve needs positively located and raised. There may be some additional work on that extension that is presently under consideration by the city. 7. The fire hydrant location on Goldenrod Way at Sta 3+64.40 is too close to the road. In fact it appears that the installer canted it to keep it from overhanging the road. The hydrant should be relocated a min of 18" from the back of curb. Also the associated Gate Valve is in the road gutter. The Gate Valve should either be in the asphalt portion of the travel way or immediately behind the curb. 8. As you have already heard from Adam Edwards,the piles of dirt underneath the trees on the South end of the project all need located outside the crown drip line. Hopefully it is not too late to save those trees. 9. I have been informed there was some type of embankment collapse during the construction of the house on Lot 12 of Block 1 which resulted in dirt and debris getting into the sanitary sewer system. That portion of the sanitary sewer system between MH7 and MH3 will need jetted and vacuumed prior to issuance of a CO for houses connecting to that portion of the sanitary sewer system. In addition, downstream from MH3 to MH2 should be checked in the event any debris has migrated down the pipe. 10. The permanent Type III Barricades need erected at the end of Wood Duck Trail and the end of Goldenrod Way. The barricades at Wood Duck Trail had been erected but are no longer up and in place. The material under the roadway at the end of Wood Duck Trail is eroding away and undercutting the paved surface. Please contact me at your earliest convenience with any questions you might have.
