Based on the Hennepin County Aerial photo it appears the home and driveway are similar and we will exempt the initial survey requirement. Care should be taken since this the project addition is very close to the sewer easement. Is there any proposed landscaping with this project? If so, please advise. Contact the Minnehaha Creek Watershed District and have the property owner sign the escrow agreement and return the signed document with a check for$700. Section 86-68 of the City of Orono Municipal Code is hereby amended by adding and deleting text within Sections 86-68 (b) as follows: (b) Surveys required: (1) Initial survey or site plan. Any building, zoning or general permit application for construction of a new structure, or expansion of an existing structure or land alteration shall be accompanied by a certificate of survey or site plan drawn to scale prepared by a person registered by the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, and Interior Design. A certificate of survey or site plan shall conform to the City of Orono Survey and Site Plan Requirements. a. The certification of the plan by a licensed professional may be exempted by the city engineer if the project meets all of the following: 1) An existing survey accurately describes existing property conditions; 2) Proposed project exceeds the setback requirements by 150%; 3) Proposed project footprint does not exceed 200 square feet; 4) Evidence that the Average Lake Shore setback is met is provided, and 5) Information necessary to ensure the project conforms to City codes and ordinances, including hardcover, grading, and landscaping requirements is provided. (2) Foundation survey. A foundation survey shall be submitted to the city for review and approval, unless exempted by the building official, upon completion of the foundation work for all buildings and all additions to buildings. The foundation survey, prepared by a Minnesota Registered Land Surveyor, shall certify the lot dimensions; front, side, rear, lakeshore, and wetland setbacks; and foundation elevation. A foundation survey must be submitted before proceeding with framing or further construction. In lieu of a survey a letter prepared by a Minnesota Registered Land Surveyor containing the same information as a foundation survey may be submitted. (3) As-built survey. An as-built survey, prepared by a Minnesota Registered Land Surveyor, shall be submitted to the city for review and approval upon the completion of all buildings and all additions to buildings, unless exempted by the building official. The Page 1 of 2 as-built survey shall certify the final topography of the site; verify drainage patterns; and provide hardcover calculations for lots in the Shoreland Overlay District. An as- built survey must be approved before the issuance of a certificate of occupancy. In the event that weather or other conditions prevent the completion of an as-built survey at the time the Certificate of Occupancy is requested, applicant shall provide a sufficient financial guarantee and establish an escrow agreement to ensure completion of the as- built survey. Certificate of Survey. A copy of a survey from 1989 was submitted;however,the survey does not meet our current survey requirements. Please provide two copies of an updated,full size certificate of survey which meets all of the City's survey standards (enclosed) indicating the location of the proposed deck addition and front stoop, sewer easement and any proposed grading. Please note,our engineer has not reviewed the plans,so once we receive an updated survey additional comments may be forthcoming. 2. Landscape Plan. Will there be any changes to the landscaping with proposed project? If so, the City requires a landscape plan be submitted showing all the proposed exterior/landscaping improvements, i.e. patios, grading, sidewalks, retaining walls,etc. The plan should include the name of the individual performing the work. 3. Hardcover Calculations. The property is located in Tier 1 of the Stormwater Quality Overlay District. Please have the surveyor prepare hardcover calculations, showing existing and proposed hardcover. Attached is a copy of our hardcover information packet. 4. Escrow& Escrow Agreement. Permits involving grading and/or review by the City's engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City for out- of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow amount for this project is $700. The escrow agreement is enclosed. The property owner must sign the escrow agreement and submit a check for$700. 5. Minnehaha Creek Watershed District(MCWD). Your project may trigger the Minnehaha Creek Watershed District's (MCWDs) permitting requirements; please contact the MCWD directly at 952-471-0590 regarding your project.
