You will see on Sheet 2 that their plans indicated "future deck" on both sides of the porch. It's not uncommon for a plan to include future or other elements sometimes included by the contractor which never get constructed. On the permit application they indicated they wished to construct a Porch (permit application attached). We verified with the contractor or homeowner at the time that the decks weren't part of the project to be permitted and "red-lined"the elements on the official plans. The two decks were not shown on the survey as"proposed"or"future". I have attached a partial copy of the 2013 survey we have on file which was submitted with the 2013 porch permit showing the proposed porch. We have no as-built survey. Also attached are the current deck plans submitted with the 2014 deck permit application. This time they are hand drawn but are generally the same as was shown on the 2013 red-lined plans. We are waiting for submittal of the application escrow money and evidence from the MCWD that a permit is/is not required. We plan to issue the permit based on the plans however we have requested as-built survey and hardcover calculations be submitted when the project is complete as is the code requirement. Plus the $700 escrow account is almost the cost of the deck. We got back all of the escrow account for our porch, after many calls, so why is this needed for a deck? I though that is what the deck permit was for. This is getting to be a JOKE! A deck should not be this hard to get a permit for. Plus, this was about two weeks after I had dropped it off. I can't believe i can burn a giant pile of brush with no problem but a deck need a lawyer. The following required items appear to be missing from the application: 1. Certificate of Survey. The survey on file at the City is dated 10/16/13 and was submitted for construction of a proposed porch. Your deck permit application does not contain an updated survey reflecting the as-built conditions on the property nor does it reflect the proposed deck. 2. Hardcover Calculations. The property is located in Tier 1 of the Stormwater Quality Overlay District. New hardcover calculations are required reflecting the new proposed hardcover. 3. Escrow & Escrow Agreement. Permits involving grading and/or review by the City's engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow amount for this project is $700. The escrow agreement is enclosed. The property owner must sign the escrow agreement and submit a check for$700. Your project may trigger the Minnehaha Creek Watershed District's (MCWD) permitting requirements; please contact the MCWD directly at 952-471-0590 regarding your project. Please note, the City of Orono will not issue a building permit without a copy of MCWD permits or documentation from the MCWD stating the proposed project does not trigger any of their permitting requirements. Upon receipt of the signed escrow agreement; escrow money and documentation from the Minnehaha Creek Watershed District we will proceed with review of the application for the new decks.
