According to City Code <br /> Section 18-2. Obstructions. It is a misdemeanor for any person to place, deposit, display or offer for sale any fence, <br /> goods or other obstructions upon, over, across or under any street or private road without first having obtained a written <br /> permit from the city, and then only in compliance in all respects with the terms and conditions of such permit, and taking <br /> precautionary measures for the protection of the public.An electrical cord or device of any kind is included, but not by <br /> way of limitation, within the definition of an obstruction. Further City Code Section 18-106 states It is a misdemeanor to <br /> construct or reconstruct a sidewalk, curb and gutter, driveway, driveway approach, driveway turnaround, curb cut, <br /> roadway surfacing or any other private improvement in any road or other property in the city without a permit in writing <br /> from the city. Please remove the structure within the City right-of-way before Thursday,June 9,2016. According to <br /> City Code Section 86-2 you are responsible for removing the illegal structure. If you don't remove the structure,the City <br /> will remove it and bill you for the cost of the removal and disposal. <br /> We understand your frustration with damage to your mailbox. Attached is a copy of the City's standard mail box <br /> plate. There are no specification on the materials to be used, but please note that concrete or other materials that do <br /> not give or break away are hazardous and pose a liability for you the property owner. Also attached is a copy of <br /> Minnesota's Department of Transportation's Best Practices for mailboxes and the USPS Mailbox Guidelines. <br /> The following is from the City's website: <br /> DAMAGE FROM SNOWPLOWS <br /> Mailboxes <br /> Occasionally,snow plowing will result in damage to mailboxes. The City will repair the damage or replace a mailbox,only if the mailbox <br /> and its supporting posts are properly located behind the curb line or along the edge of the street and if damage is the result of actual <br /> contact by the snow plow. A standard design mail box will be used for replacements(the City will not replace decorative mail <br /> boxes). Property owners who install decorative materials in the right-of-way do so at their own risk. The City will not assume <br /> responsibility for damages that are caused by mailboxes that protrude into the street or are damaged simply by snow pressure or snow <br /> rolling off the plow or wing. <br /> If damage is done to a mailbox on a County Road by the county snowplows,you must contact Hennepin County to have this issue <br /> resolved. <br /> If damage is done to a mailbox on a Private Road,you must contact your homeowners association or person in charge in your <br /> neighborhood for snow removal. <br /> Lawns <br /> Lawns damaged by the City equipment will be restored in the spring. <br /> Complaints <br /> To file a complaint, please contact the Public Works Department during normal business hours. <br /> Disagreements on Complaints <br /> In instances where there is disagreement as to the damage and the responsibilities of a complaint,the Administration and/or Police <br /> Department may determine the responsibility. <br /> 1 <br />
