Conditions; Project to be completed as described in plans submitted to the
MCWD office on May 7, 2003, according to the provisions of this
permit.
• Properly install and maintain all required MCWD Rule B,
erosion control measures until the disturbed areas are
restabilized
• Silt fence must be orange in color
• When the site is restablilized and the MCWD staff has
performed a final inspection, all silt fences must be removed

RE: Permit#03-173: 925 Willow View Drive, Orono
Email: During routine inspections by the Minnehaha Creek Watershed District (MCWD) staff at the above
admin@minnehahacreek.org mentioned location, the following violations of permit#03-173 were observed and recorded on
August 1, 2003:

• Fence falling and 1/3 full bordering 905 Willow View Drive
• Sediment flow into wetland and buffer due to silt fence failure
• Silt fence ripping at rear of site
The MCWD requires that the permit holder take the following action:
Board of Managers • Maintain and install silt fencing to MCWD specifications until disturbed soils are vegetated.
Pamela Blixt Install silt fences in the front of each site, on all downhill slopes and around stockpiles. Silt
James Calkins fence must be trenched in 6 inches and installed according to instructions, Silt fence should be
maintained at less than 1/3 full.
Lance Fisher • Repair silt fence around entire site, re-stake or re-hang silt fence.
Susan Goetz • Remove sediment from buffer area.
Monica Gross To avoid formal enforcement action from the Minnehaha Creek Watershed District which may
include fees for additional inspections and legal costs, and the delivery of a Stop Work Order,
Richard Miller please implement the above mentioned corrections by Noon, Monday, August 11,2003. Thank

• Addition of gravel to drive to maintain sediment on site

• Stockpiles present with-in silt fenced area of site
The MCWD requires that the permit holder take the following action:

James Calkins • Section of silt fence on SW side of site (Near retaining wall) falling down and need
repair.
Lance Fisher • Add mulch to SW side of site adjacent to silt fence to act as a barrier to erosion.
Susan Goetz • If stockpiles remain more than one week, add stabilization of mulch to them.
Monica Gross To avoid formal enforcement action from the Minnehaha Creek Watershed District which
Richard Miller may include fees for additional inspections and legal costs, and the delivery of a Stop
