As I mentioned, due to winter weather conditions our engineer cannot determine if the grading that is shown in the survey is accurate of what was completed due to the snow and he's also unable to determine if the vegetation has been reestablished due to snow cover. Since a Temporary Certificate of Occupancy (TCO) has been requested, I have attached the TCO form which needs to be signed by the owner or contractor and returned to us. As stated on the building permit (copy attached) if a TCO is necessary in the event of winter weather conditions or other weather conditions (which prevent the completion of the exterior improvements and/or an as-built survey) an escrow of $10,000 is required. The City currently holds $2,500 in escrow. Attached is a copy of the TCO escrow agreement, please have the property owners sign and return with a check for$7,500.
