Dear Mr.Fulmer:
The purpose of this letter is to provide you a description of the costs you will be responsible for
before a permit can be issued for your sewer connection. The fees are the Sewer Availability
Charge (SAC), all engineering fees for plan review and inspections by the City Engineers, City
of Orono staff time, as well as the permit fee.
Based on the type and intensity anticipated from your facility, you will be assessed four units.
A residence is one unit, while the kennel facility is considered three units. The kennel facility
was determined to be three units based on the following fixture information: 104 lineal ft. of
floor drain for the holding area; 104 lineal ft. of floor drain for the running area; and 1/2 bath,
2 sinks, 1 bath, and 1 dishwasher. For 1994 each SAC unit is $800.00.
The City Engineer and City of Orono staff fees are as follows:
Engineer fees - plan review; 3.5 hrs. _ $187.25
City of Orono staff time fees; 4 hrs. _ $120.00
Additional costs may be incurred by the City Engineers before the sewer hookup is
completed. These costs would be passed on to you at a later date.
All of the charges listed above must be paid at the time a permit is issued for your connection
in addition to the $35.50 permit fee. The total of these charges and the permit fee is $3,542.75.

Dear Mr.Fulmer:
The purpose of this letter is to inform you that the Metropolitan Waste Control Commission
(MWCC) has approved your connection application. The connection must be made using a
saddle clamp and 1 2" sewer line of threaded Sch. 80 PVC pipe.
A permit must be issued to you by February 14, 1994 at which time the connection fees
described in my January 20th letter must be paid.

Dear Mr. Fulmer:
Due to a failing septic system at your dog kennel facility, the City Council on December 8, 1986
granted a variance for you to hook up to the sewer line located at the southeast corner of US
Highway 12 and the Burlington Northern Railroad pending Metropolitan Council approval. The
City acquired the Met Council's approval in 1987, but the sewer hook up has still not been
completed after six years.
The septic system has been discharging sewage effluent to the surface posing a threat to the
health and welfare of the residents of the City. The sewer hook up is required now to eliminate
the sewage discharge before any serious health problems result.
Engineering was approved for your lift station and connection to the sewer line October 13,
1993. You have been contacted on several occasions to verify your progress in making the
connection to the sewer line. At this time, connection has not been made nor has a permit been
issued for the required work. In order to expedite your connection to the sewer and
abandonment of your septic system, you are required to obtain a permit for connection to sewer
by January 5, 1994 with the sewer connection and septic system abandonment to be completed
by January 31, 1994. If these deadlines are not met, we will be forced to turn this matter over
to the City Attorney.
