There are platted dedicated rights-of-way separating the various components of the Morgart property.These are shown
correctly on the County website, and in the case of parcels 0007 and 0016,the parcels include land on each side of an
alley that has not been vacated. The attached graphic from the City's GIS system shows in gray the rights-of-way that
have not been vacated.
Whether the City would vacate the rights-of-way will not be determined until a proposal for development appears
before the City. If it is determined that some combination of the rights-of-way provides potential public access to Lake
Minnetonka, a vacation is unlikely. Vacation of certain elements of the rights-of-way not related to lake access might be
feasible.
Past City action vacated the southerly portion of the 60' right-of-way that exists between parcels 0006 and 0007; that
vacated portion was split evenly between parcels 0005 and 0013. Whether the City would take a similar action
regarding that portion of the right-of-way between 0006 and 0007 is unknown.
Please be aware that the westerly 10-acre parcel is zoned for 2-acre minimum lot size and is not in the MUSA, hence
cannot be provided with municipal sewer. The properties east of the 10-acre parcel are zoned for 1-acre lots and are
within the MUSA, and therefore can be served with municipal sewer.

Melanie, I am appraising the Harriet Morgart property at 1003 Wildhurst Trail in Orono. According to the
county web site, she has 13.4 acres total, divided into several lots ranging from .4 acre to 10.13 acres.
From the county air photo, it appears the lots, while very close geographically to each other, are not all
contiguous.
The lots' county PID numbers are: 07-117-23-21-002, 07-117-23-21-0016, 07-117-23-21-0007 and 07-
117-23-21-0006.
Are there any city easements between any of the lots? I'm particularly interested in lot PID 07-117-23-21-
0006, as it looks to be separated by quite a distance from the lots to its west. If that's the case, would the
city vacate the easements? I'm mainly wondering if I can appraise the whole Morgart property as one
parcel, or whether I might have to do it in sections. Any ideas? Thanks.
