Joe,
I am writing this letter as notice of our concerns with this project and the newly approved Conditional Use
Permit(CUP).
1. We want the school district to understand that this permit approval does not constitute any
approval of the change of use to an S-2 parking garage as noted on the plans.
2. We are not going to require the implementation of the exterior requirements of the CUP at this time
but will still be required at the time of the changeover to the bus garage.
3. It is our hope to that the District will at the time of permitting the bus garage be able to avoid any
kind of phased implementation of the changes to the building so we can keep the process
streamlined and efficient for everyone involved.
I will finish my plan review as soon as possible with the documents that I have at hand. We will notify you
when you can pick up your permit and if you have any questions for me please don't hesitate to call.

Dear Roger:
This letter is in response to your code review letter to Gordon James Construction on the future
location of the Orono School District Bus Garage at 2687 Wayzata Boulevard in Orono,
Minnesota.
The School District recently purchased this property for a future bus garage that will occur in
2020.Until that time,the property will continue to be used as a retail establishment and storage
facility.The tenant that occupied the southwest corner of the building has moved out and the
District is adding an overhead door to access the space from the exterior to allow storage of
classroom equipment in the space.We do not see this as a change in use for the building, as
Group M has a storage component.There are no mechanical revisions(HVAC or plumbing)
with this work with the exception of moving items to install the door.
• The building has fire protection throughout.
• The building has two(2)accessible toilets at the mezzanine level,but the mezzanine is
not accessible.A lift will need to be added when the occupancy changes from M to S-2
in 2020.
• The current work is under the$100,000 threshold for submitting to the State of
Minnesota.
• The current occupant load is calculated as follows:
o On grade retail area 6865 SF/30 gross=229 occupants
o Storage/stock/shipping area 8825 SF/300 gross=30 occupants
o Mezzanine 1200 SF/60 gross=20 occupants
o Total occupant load=279

that must be addressed in writing before a permit can be issued.
1. Verify with the State of Minnesota if they are going to do the Code review or delegate the review to
the City of Orono.
2. Provide Code review addressing,size,occupant load,type of construction,Occupancy type,Codes
used, bathroom requirements, exiting and fire suppression.
3. Clarify if this space is to be conditioned environment or not?
4. Provide mechanical plans detailing ventilation, heating, cooling and CO and NO detection devices as
required by the 2015 Minnesota Mechanical Code.
5. Plumbing shall be reviewed by the State Health Department Plumbing Division or acknowledgement
provided that the City of Orono may review plumbing plans.
