Based on previous conversations with you and City of Orono staff, it was determined that a site visit to verify existing conditions was in the best interest of all parties involved. The purpose was to determine permitting requirements for repair of the rip rap system; fill behind the rip rap and fill in low areas of the lawn. My previous correspondence to you indicated that routine repair of rip rap is considered maintenance and a watershed district permit is not required. Upon inspecting the site, however, it is apparent that the block pieces in the water along your shore are remains of a failed rip rap system that is beyond repair. It is evident that you have lost shoreline over the years and to prevent further erosion you are encouraged to install a structurally sound rip rap system. This would involve a base of granular filter material and geotextile fabric covered with randomly placed fieldstone or limestone. More detailed design criteria, including required slope and maximum distance waterward, is specified in the attached documents. Please be advised that shoreline work done within the floodplain must be done by the landowner or by a licensed shoreline contractor(list attached). Mr. Vang, Mr. Oman and myself agreed that a new rip rap system should be installed along the existing grass line (versus in the water). Installing rip rap where the old line was and backfilling to replace years of erosion is not acceptable to the watershed district or to the city. Up to 1"of top soil is allowed by the watershed district to fill the depressions in your lawn. A watershed district permit(for shoreline improvement) would be required for rip rap. If you elect to do the work yourself, please submit a cross-section indicating elevations, slope, materials to be used and the distance the project extends waterward (5'maximum). Applications need to be submitted 21 days prior to the board meeting for engineer review and recommendation. If you have a licensed contractor install the rip rap, the application can be reviewed by staff and turned around within 2-3 days. Z� 60%Recycled • 30%Post-consumer The old rip rap line contains a significant amount of broken concrete blocks and an old tire. Please remove these items at your earliest convenience as this type of material in the floodplain violates watershed district and DNR regulations. If you choose to install rip rap please obtain preliminary permit approval from the City of Orono. Municipal approval is required prior to watershed district approval.
