Dear Stubbs Bay Resident:
The sanitary sewer system in your neighborhood is complete and you may connect your
residences any time.
The following are basic guidelines that you should consider when you plan to hook up:
1. You must pay a Sewer Availability Charge (SAC) to the City before a connection
permit can be issued to your contractor. The SAC is $750.00 for connections
made in 1993. This fee is forwarded directly by the City to the Metropolitan
Waste Control Commission (MWCC) who sets the fee. The fee is normally
increased by MWCC each year, so connections occurring in future years will
likely pay a higher SAC.
2. You must hire a plumber to make the actual connection between your house and
the sewer service stub brought to your property line. A list of licensed plumbers
is available at the City office. Be advised that we are in the new City offices at
2750 Kelley Parkway across from the Orono Middle School.
3. Your plumber must obtain a sewer connection permit from the City prior to
making the connection. The cost of that permit is $35.50.
4. The City Code requires that at the time you connect to the City sewer, all existing
septic tanks no longer in use shall be pumped out and filled with native soil. You
should be sure that this is included in the plumber's bid.
5. All sanitary plumbing serving your house must be connected to the sanitary
sewer. If you intend to maintain an existing septic system for use merely as a
receiver for footing or foundation tile drainage, this will require prior review and
approval by the City Inspector.
6. It is illegal to discharge footing and foundation drains, such as sump pumps, into
the sanitary sewer system. Such drains cannot be connected to the sanitary sewer
system, but must be routed to the ground surface or a separate drainfield system.

7. The pipe from your residence to the service stub should be at a depth of at least
4-6' for the majority of its length to avoid freezing problems. Any connection
piping at a depth less than 42" or underneath driveways or parking areas that will
be cleared of snow during the winter, shall be provided with suitable insulation.
8. The State Health Department requires a minimum separation of 20' between
wells and air tested sewer lines, 50' between wells and non-air tested lines. If
your connection must be between 20' and 50' from your well or a neighbor's
well, your contractor will be required to air test your connection.
9. Upon connection, the quarterly sewer service charge will be $51.15 (1993 rate).
10. Once sewer is available for connection, you are required to connect within 90
days. According to City policy, all properties will begin to pay the full sanitary
sewer fee at the end of the designated connection period whether they have
connected to the system or not.

unless your existing septic system is found to be failing prior to the end of the
five year time period. According to City policy, all properties will begin to pay
the full sanitary sewer fee at the end of the designated connection period whether
they have connected to the system or not.
It is the normal policy of the City that when a sewer project is complete, all
properties in the project must connect within 16 months (two construction
seasons). If the properties do not connect within 16 months, they pay a sewer
service charge that is equivalent to the quarterly sewer fee of$51.15. As part of
the negotiation process to resolve the Stubbs Bay assessment issue, the Council
agreed that those properties with conforming septic systems could take up to 5
years to connect to the sewer system. The Council also agreed that those with
the 5 year connection period, who do not connect within the 16 months period,
will pay an "unconnected property charge" of$24.30 per quarter rather than the
sewer service charge of $51.15 per quarter. The unconnected property charge
is the property's share of the cost of maintaining and repairing the sewer system.
Because those properties with the 5 year connection period continue to use their
septic systems, they will continue to be charged the annual septic fee of $50.00
until they connect to the sewer system.

be complete and available for connection in late 1992 or early
