Harrer: Thank you for your letter of July 16. The required 20' setback between sewer lines and water wells is mandated by the Minnesota Health Department (MHD). The problem of meeting this setback requirement has presented itself in every past sewer project containing narrow 50' wide lots. In designing the Stubbs Bay Sewer, the City was fully aware that such problems were a potential on Westlake Street, Eastlake Street, and Crestview Avenue. Approximately 6 months ago, City staff contacted the Health Department to discuss whether they would grant variances for these connections and/or work with the City staff and homeowners to resolve individual connection problems. The Health Department was quite agreeable to this, and we are currently working with Mr. James Stevens of the Health Department (627-5138 ), and will be touring the area with him. There are a number of potential options for completing connection in cases where well locations are a limiting factor. These include relaxed lot line setbacks, interior reversal of plumbing, and double casing of sewer lines in areas where 20' setbacks cannot be met (if approved by the MHD). • Please feel free to contact me at 473-7357 if you wish to discuss this further.
