Dear Mrs. Harrer:
Thank you for your inquiry regarding the expansion possibilities
of the residence at 340 Westlake Street. A number of factors
with this property limit its potential for future expansion:
1 . The house is in the LR-1A, single family lakeshore
residential zoning district, requiring a lot width of
200' and a lot area of 2 acres. The lot is 50' in
width, and approximately 3/4 acre in area, making this
a substandard size lot.
2. The required side setbacks for a principal structure in
this zoning district are 30' on either side. With
existing side setbacks of about 3' on the north side
and 6' on the south side, virtually any additions to
this house will require a side setback variance.
3. Because the house is in line with houses on either
side, any extensions towards the lake would require an
average lakeshore setback variance.
4. The septic system serving this house is extremely
substandard compared to current codes. Any expansion
of the house would probably require upgrading of the
system. Due to the soil types and the shape of the
lot, it probably is not feasible to construct a fully
conforming septic system on the property.
The likelihood that variances would be granted for substantial
expansion of this house is slim, but construction of city sewer
in the neighborhood would likely increase the possibilities for a
variance. A sewer project for Stubbs Bay has been discussed at
length in recent years, but currently is not a "front burner"
item at this time, and I can give you no time frame as to when a
decision might be made.

I have enclosed a copy of the survey of this property from city
files, and a diagram from the Stubbs Bay Sewer Study showing the
relationship of houses , wells , and septic systems in the
immediate neighborhood. Also enclosed is a copy of the septic
system inventory card and a septic inspection report that
documented the repairs to the system made in 1979.
