Pierpont 1801 West Farm Road Long Lake, MN 55356 Re: Sewer Connections for 1940/1980 Sixth Avenue North Dear Mr. Pierpont: Thank you for your letter of August 29 requesting sewer connections for your properties at 1940 and 1980 6th Avenue North. These properties are not within Orono's designated Metropolitan Urban Service Area (MUSA). Inclusion within the MUSA is necessary before connection to sewer is possible. The Metropolitan Council must approve all additions to the MUSA via a formal City application process that involves submission of various documents and data as well as review by neighboring government jurisdictions. Met Council has strict policies for adding properties to the MUSA. The policy with perhaps the most impact on your potential to connect has to do with Orono's overall development density. Met Council requires that in order to add residential property to the MUSA, cities must demonstrate that their net sewered development density is no less than 3.0 dwelling units per acre since year 2000, and that any new MUSA inclusions are added to the calculation. As you know, a significant portion of Orono is zoned for low density residential development with 2-acre and 5-acre minimum lot sizes, which translates to 0.5 to 0.2 units per acre. Orono is in the final stages of approving a 9-unit sewered residential development on Highway 12 that has reduced the City's 2000-present density level to just above the 3.0 units per acre minimum. The City also has recently turned away a request for adding to the MUSA a 20-acre parcel further west on Co. Rd. 6, the development of which would have reduced the City's density calculation below the 3.0 units/acre threshold. Telephone(952)249-4600 • Fax(952)249-4616 www.ci.orono.mn.us James W. Pierpont October 5,2007 Page 2 A recent(September 12) policy amendment by Met Council directed that MUSA amendment applications for inclusion of properties developed prior to 1985 with failing septic systems and no alternative septic system options, would not have to be included in the density calculation. It is my understanding that while both your properties were developed prior to 1985, they do have available alternate drainfield sites, and so would have to be included in the density calculation. In discussing your situation with the City Council, the conclusion was that the City will not at this time consider adding your property to the MUSA, but will consider it in the context of the overall Comprehensive Plan update that is to be completed by the end of 2008. That update will involve an in-depth review of Orono's overall development density and whether clarification of potential higher-density housing areas may offset some future inclusions of low-density areas in the MUSA. In summary, I must advise that your property cannot be considered for inclusion in the MUSA at this time and therefore cannot be provided with a municipal sanitary sewer connection.
