In July, 2001, the city accepted payment of the SAC for 2025 Webber Hills Road, in the amount of
$1,150.00. No sewer connection permit was taken out at the time so the payment for the SAC should not
have been accepted. That house is now being sold and there are several reasons to remit the $1,150.00
back to the home owners at this time.
(1) The city cannot remit payment to the Met Council until the permit to connect to sewer is issued.
(2) At the time the permit to connect is taken out the city must remit to the Met Council the then current
amount of the SAC, which increases each year. Therefore, the city must then collect the difference
between the $1,150.00 and the SAC total then in effect.
(3) If the city keeps this SAC "partial prepayment" it creates record keeping problems for the finance
department and the clerical staff issuing permits.
I am requesting that you approve the payment to the homeowners of the $1,150.00 SAC accepted in
error in July, 2001.
